Voy a completar un poco el mensaje de mi amigo Enrique.
Te incluyo un extracto de un artículo donde comento este punto de la "Guía de
Referencia Rápida de Diseño Accesible" de la WAI (traducidad por el SIDAR en

Recomendación de WAI:
Marcos (Frames): Titular con los atributos TITLE o NAME.
Comentario:
Algunos navegadores usados habitualmente por ciegos como NetTamer y Lynx, así
como otros navegadores antiguos no interpretan bien los marcos por lo que lo
único que verán de la página es el texto situado entre las marcas de <NOFRAME>,
que normalmente suele ser algo así como "Esta página usa marcos, pero su
explorador no los admite".
En otros casos el navegador muestra cada uno de los marcos de la página como un
hiperenlace, por lo que es importante que tengan título para que el usuario
puedo discriminar la función de cada uno de ellos. Por ejemplo: "tabla de
contenido", "contenido", "pie de página"…
En realidad, de cara a la máxima accesibilidad de la página web es mejor evitar
el uso de marcos. Existen herramientas de edición como Frontpage que permiten
incluir automáticamente un elemento, como un menú de navegación, en un lugar
determinado de todas las páginas, con lo que se consigue la misma función que
con el uso de marcos pero sin sus incovenientes.

(W3C) today announced the release of the "Authoring Tool Accessibility
Guidelines 1.0" (ATAG 1.0) specification, providing guidance to
developers on how to design accessible authoring tools that produce
accessible Web content. As a W3C Recommendation, the specification is
stable, contributes to the universality of the Web, and has been
reviewed by the W3C Membership. W3C encourages developers to promote Web
accessibility by implementing this Recommendation.
ATAG 1.0 Provides Guidance for Tool Developers
The Authoring Tool Accessibility Guidelines 1.0 explain how developers
of authoring tools, such as HTML editors and site management tools, can
encourage and assist in the production of accessible Web content through
prompts, alerts, checking, repair functions, and help files in their
tools. In addition to their value to accessibility, many of the
principles addressed in the specification, such as the importance of
producing and preserving valid markup, promote interoperability of the
Web in general.
The Guidelines address not only the accessibility of content produced by
tools, but the accessibility of the tool itself. The Web is not a
read-only medium, and accessible authoring tools will enable all people
to publish to the Web, regardless of disability.
ATAG 1.0 Will Contribute to Increase in Accessible Web Content
There has been an increasing interest in creating accessible Web sites
particularly since the May 1999 release of W3C's Web Content
Accessibility Guidelines 1.0, and a correspondingly greater demand for
tools that produce accessible content. Implementation of ATAG 1.0 will
contribute to the proliferation of accessible Web content.
"Most content on the web is created using authoring tools. If authoring
tools seamlessly guide authors in creating accessible content, the
wealth of information on the Web will become more accessible," said
Jutta Treviranus, Chair of the Authoring Tool Accessibility Guidelines
Working Group and Director of the Adaptive Technology Resource Centre at
the University of Toronto. "Just as important, the Web as a means of
expression should not be reserved for people without disabilities. These
guidelines promote authoring tools that create content that is
accessible, and authoring tools that are usable by people with
disabilities, thereby cultivating a World Wide Web that we can all
participate in."
ATAG 1.0 Addresses a Wide Array of Authoring Tools
The Authoring Tool Accessibility Guidelines 1.0 address a broad range of
tools, including WYSIWYG editors, "save-as-HTML" conversion tools, tools
that dynamically generate content from databases, formatting tools,
image editors, and site management tools.
ATAG 1.0 consists of twenty-eight requirements, called "checkpoints,"
for developing accessible authoring tools that produce accessible
content. The checkpoints are organized according to seven overriding
design principles, called "guidelines."
As with the Web Content Accessibility Guidelines 1.0, ATAG 1.0
checkpoints have three priority levels, which correspond to their
importance for accessibility. There is a checklist providing a quick
overview of the checkpoints by priority. W3C has made icons available
for products claiming any one of the three conformance levels.
Broad Support, Multiple Implementations Under Development
The ATAG 1.0 Recommendation was written by members of the Authoring Tool
Accessibility Guidelines Working Group (AUWG), composed of key industry
players as well as disability and research organizations. A list of AUWG
members is available.
The Authoring Tool Accessibility Guidelines Working Group is preparing a
variety of implementation support materials to assist developers,
including the "Techniques for Authoring Tool Accessibility," published
today as a W3C Note. At the time of this release, every requirement of
the Guidelines has been implemented by one or more existing tools,
though no tool yet satisfies all checkpoints. In addition, authoring
tool developers are planning ATAG 1.0 support in upcoming products,
indicated among the wide range of testimonials.

W3C's Web Accessibility Initiative (WAI), in partnership with
organizations around the world, is pursuing accessibility of the Web
through five activities:
1.ensuring that core technologies of the Web support accessibility;

El SID@R (Seminario de Iniciativas sobre Discapacidad y Accesibilidad en
la Red) del Real Patronato de Prevención y de Atención a Personas con
Minusvalía, considera especialmente importante que todas las personas
puedan ser autores de información en la Web, tanto como lectores. Las
Directrices de Accesibilidad para Herramientas de Autor constituyen un
documento claro y exhaustivo, y nos complacería contar con herramientas
que siguiesen dichas pautas, lo que capacitaría a más personas para
crear contenidos y para usar la Web. El SID@R promueve el conocimiento y
uso de esas directrices.

El SIDAR ha conseguido un pequeño gran logro: que en los testimonios de
apoyo a las pautas de herramientas de autor se publique el texto en español
(además de en inglés).
Creo que es importante que empiece a haber contenidos en español en las
páginas del WAI al igual que los hay en otros idiomas.

He recibido el mensaje adjunto y me ha parecido una manera
muy inteligente de combinar la publicidad y la solidaridad.
Desgraciadamente el mapa y el texto de la página son gifs
que no tienen etiquetas alt. Pese a ello, creo que el mensaje
de abajo explica bien el funcionamiento de la página y el
botón que activa el proceso si que tiene su etiqueta alt:
<donate free food>.

en la versión oficial en castellano de esta propuesta de la Unión Europea (sólo
en formato PDF!), que se puede encontrar en
http://www.europa.eu.int/comm/dg13/eeurope/home.htm no se maneja correctamente
la terminología. Se usa sistemáticamente el término "discapacitados" en lugar de
"personas con discapacidad".
Esto es así también en la versión inglesa del texto, lo que ha motivado una
protesta por parte del Royal National Institute for the Blind of United Kingdom
(ver http://www.rnib.org.uk/digital/eeurope.htm). De paso, esta institución
recuerda que el formato pdf NO es un formato accesible.
¿qué acciones podríamos llevar a cabo aquí, para atacar este tema y en general
para apoyar esta iniciativa, dado que aún no ha sido formalmente aprobada?

Efectivamente, las acciones directas corresponden a los órganos oficiales y en
el caso de España son personas del IMSERSO las que nos representan en Europa y
en las discusiones que tendrán lugar en abril.
Lo que hacemos en la lista eEurope es preparar, en el sentido de discutir entre
nosotros cuál debe ser el texto del contenido de los documentos que se
"discutirán" y firmarán en la reunión de Abril.

Hola, la web http://www.um.es/si/informativo es bastante accesible en general,
pero el problema gordo es que no es usable sin marcos. Entra en
http://www.um.es/si/informativo/menu.htm y verás como no funciona. Este tipo de
cosas nunca te las va a detectar el Bobby.
Dos sugerencias:
1. En la parte de <noframes> pon los nombres de los marcos como hiperenlaces a
los mismos, pero en el enlace a menú.htm, conecta en su lugar a una lista de
enlaces a todas las páginas de noticias.
2. Recuerda poner un enlace a RealPlayer para que la gente que no lo tenga se lo
pueda instalar.

Hola a todos,
Como sabéis, el año pasado nos cambiamos a ONElist para alojar
nuestras listas que antes estaban en E-groups. Estas dos empresas se
han fusionado, lo que significa que hay cambios buenos y no tan
buenos.
Positivo:
Ahora contamos con servicios que habíamos perdido en el cambio: Bases
de datos y chat. Contamos con un chat para cada lista así que desde
ahora podremos quedar para discutir en línea cualquier tema. La base
de datos nos permite tener organizada información que queramos
compartir con todos.
Negativo:
Sólo por el momento, espero, las páginas aparecen sólo en inglés, una
delas razones para el cambio fue la ventaja de que las paginas de
las listas tuvieran una interfaz en español, pero por ahora aparecen
sólo en inglés. Espero que este pequeño inconveniente se solvente
pronto.

Por lo que respecta a FrontPage 2000 existe el menú una opción voluntaria
para agregar texto alternativo (Propiedades de
imagen-General-Representaciones alternativas-Texto). En la edición oficial
del Manual para FrontPage 2000, de McGraw-Hill, no se contemplan
instrucciones precisas para facilitar la accesibilidad de las páginas Web.
Por ejemplo, en el caso del texto alternativo, se explica que es conveniente
ponerlo por si no se quieren descargar las imágenes y facilitar la rapidez
de la visita. Es opcional llenar el correspondiente casillero.
En relación con los marcos para nada se añaden las dificultades que plantean
en orden a la accesibilidad.
En líneas generales la estructura de la aplicación está organizada para dar
vistosidad a la página Web sin que la accesibilidad, tal como está planteada
en el Seminario, sea considerada con un factor a tener en cuenta.
Sobre NetObjects no te puedo comentar nada.

Tengo entendido que por el momento no exite ninguna herramienta que avise sobre
necesidades de accesibilidad, sé que los creadores de Home Site están trabajando
para que ésta lo haga.
Por otra parte, el Hot Metal en una de sus últimas ediciones (no recuerdo cual)
tiene un revisor de accesibilidad, es decir, una vez creada la página le puedes
pedir que revise la accesibilidad, el problema es que no te permite reeditar
desde la línea en que te avisa del error con lo que se convierte en un trabajo
ímprobo si tienes muchos errores.
La herramienta de Corel también tiene en cuenta la accesibilidad, pero tampoco
te avisa en el momento en que estás metiendo el "tag".

tienen utilidades de validación y avisan de la ausencia de "alt" en
imágenes y enlaces. Ahora sólo recuerdo el nombre del que yo utilizo
porque lo tengo en el escritorio, pero echaré un vistazo a ver si
recuerdo los demás.

Estados Americanos (OEA).

bilaterales (como el Banco Mundial, el BID, etc.) han empezando a considerar
con seriedad la participación de organizaciones de la sociedad civil como
consultores y socios en el proceso de desarrollo de sus actividades.
Esta situación se puede transformar en un mecanismo muy importante para que
las ONG internacionales, regionales y locales del área de la discapacidad
participen y ofrezcan una opinión que influencie efectivamente la discusión
sobre el tema de la discapacidad en las agendas de desarrollo económico y
social de toda la Región.
La OEA anuncio que, en breve, difundirá el proceso para integrarse al
registro de las organizaciones de la sociedad civil.
Nosotros, del Instituto Interamericano sobre Discapacidad, apreciaríamos
recibir información sobre el interés que tiene su organización en relación
con ese tema.
El pasado 8 de junio, la Asamblea General de la OEA adoptó la Convención
Interamericana para la Eliminación de todas las formas de Discriminación
contra las Personas con Discapacidad. Este documento permanecerá abierto
para
que todos los Estados participantes lo firmen en la sede de la Organización
y
entre en vigor. El mencionado instrumento jurídico, que consta de diez
artículos, tiene como objetivo central prevenir y eliminar todas las formas
de discriminación contra las personas con discapacidades y propiciar la
plena
integración de ellas en la sociedad. Para lograr los objetivos de la
Convención, los Estados participantes deberán adoptar medidas de carácter
legislativo, social, educativo, laboral y de cualquier otra índole,
necesaria
para eliminar la discriminación contra las personas con discapacidades. En
aquellos Estados que la ratifiquen, la Convención entrará en vigor el
trigésimo día a partir del depósito del instrumento de ratificación por el
sexto Estado miembro.

Hola a todos,
Con el lema "freedom of movements" (Libertad de movimientos) la compañía
"World Online" está utilizando a una persona con discapacidad para
anunciarse: Christopher Reeve, al menos en los anuncios publicitarios en la
cadena CNN.
Lamentablemente, sus páginas no parecen muy accesible.
Me llamó la atenció la campaña porque fue la primera persona (Reeve) en la
que pensé para crear una tarjeta postal invitando a hacer páginas
accesibles. Y esto me recuerda que debo informaros de que desde las páginas
del SIDAR pueden enviarse postales digitales y que podéis crear vuestros
propios diseños para compartir:

No he anunciado antes las nuevas páginas en nuestro sitio porque todavía
están sin terminar, faltan algunas versiones texto, pero podéis ya enviar
postales, firmar el libro de visitas, recopilar nuevas traducciones de
documentos, aportar vuestros conocimientos sobre legislación, etc.
