Compte rendu de la réunion constitutive du CONSEIL CARIBEEN
Du FORUM SOCIAL CARIBEEN
à La Havane du 13 au 16 décembre 2004


Etaient présents:

Quatorze (14) représentants des organisations suivantes :
* Alianza Social Continental (ASC) ;
* Assemblée des Peuples de la Caraïbe (APC) ;
* Comité Cubano del Foro Social Mundial ;
* Comité d’Initiative Guadeloupéen (CIG) ;
* Comité d’Initiative Martiniquais (CIM) ;
* Convergence des Mouvements des Peuples d’Amérique (COMPA) ;
* Encuentros Hemisféricos contre l’ ALCA ;
* Jubileo Sur – Americas ;
* Plateforme Haïtienne de Plaidoyer pour un Développement
Alternatif (PAPDA).

Nous avons retracé les antécédents du processus du FSC et les
initiatives prises en ce sens depuis 2003. Dans la discussion, les
principes de Porto Alegre ont été rappelés, et les participants, dans la
recherche d’un consensus, se sont appliqués á faire converger tous les
éléments apparus.

En accord avec l’esprit, la méthode, l’architecture utilisés dans
l’animation du processus et dans l’organisation des événements du FSM,
il a été constitué le Conseil Caribéen du FSC (CC-FSC), instance qui
aura pour mission de définir la politique et les stratégies du FSC.


Cet organisme assume les fonctions suivantes :

1. Animer et enraciner le processus du Forum social dans la Caraïbe
selon les principes de la Charte de Porto Alegre (voir
www.forumsocialmundial.org.br).
2. Contribuer à faciliter les rencontres et les liens entre les
mouvements de la Caraïbe dans leur lutte contre la mondialisation
néolibérale.
3. Promouvoir et animer le processus du FSC dans les différents
pays.
4. Définir les contenus thématiques, l’architecture des événements
et la méthodologie des rencontres du FSC.
5. Exercer des compétences financières en matière de définition de
critères pour la collecte de fonds, pour la création d’un fonds de
solidarité, pour examiner des compte-rendus financiers.

Les organisations présentes quittent La Havane avec l’engagement de
promouvoir l’élargissement du CC-FSC, dans une démarche ouverte et
inclusive. Néanmoins, ce Conseil ne doit pas être surdimensionné par
rapport à ses fonctions et de plus il doit intégrer des critères
d’équilibre et de représentativité.

Aussi invitons-nous à rejoindre ce Conseil :

* Les réseaux ou organisations régionales;
* Les représentants de Comités Nationaux du FSC;
* Les organisations internationales membres du Conseil
International du FSM, présentes dans la Caraïbe ;
* Les réseaux nationaux (sectoriels, thématiques, etc.) ;
* Les organisations locales ou nationales de la Caraïbe, dans le
cas où il serait nécessaire d’assurer un équilibre territorial.

La structure en usage dans les Forums Sociaux, prévoit un comite
organisateur qui déclenche le processus au niveau du pays qui accueille
l’événement et qui s’occupe de la logistique et de l’organisation. Dans
la réunion des organisations et réseaux caribéens tenue durant le Forum
Social des Amériques à Quito au mois de juillet dernier, on s’est
accordé à faire le FSC en Martinique dans l’année 2005.

En conséquence le CIM assume le rôle de comite organisateur.

Il a été également convenu par consensus qu’un SECRETARIAT
D’ORGANISATION CARIBEEN (SOC) serait créé pour assurer la liaison entre
le Comité d’Initiative Martiniquais (CIM) et le CC-FSC. De même le SOC
assume les responsabilités techniques qui résultent des décisions du
Conseil.

Le SOC est un organe mixte, composé à la fois d’organisations membres du
CC-FSC (2 à 3) et du CIM (4 à 5).

Les critères suivants président à l’élaboration du SOC :

1. Diversité linguistique,
2. Disponibilité effective (temps, accès aux moyens de
communication, etc.),
3. Représentativité,
4. Implication dans les processus de convergence entre les
mouvements de la Région.

De façon transitoire, compte tenu du nombre d’organisations présentes à
cette réunion initiale, les membres du CIM désignés au SOC, en liaison
permanente avec l’actuel CC–FSC devrait dans un premier temps se
concentrer sur les tâches de communication, et d’élargissement.

A savoir :

1. Collecte et gestion des listes d’adresses électroniques,
2. Animation du processus d’élargissement du CC-FSC,
3. Mise en place de structures de facilitation dans les trois
langues (anglais, espagnol, français),
4. Recherche de financements.

Concernant ce dernier point, il a été convenu que cette recherche de
financements ne devrait en aucune façon affecter l’indépendance des
instances du FSC ni le contenu de cet événement.

De plus, le CIM s’engage créer le site web du FSC, en tenant compte des
impératifs d’interactivité, d’accessibilité et de circulation des
informations.

Les représentants du CIM ont exposé de façon détaillée, le travail fait
jusqu’à ce jour en Martinique pour la préparation du FSC, et en
particulier les démarches effectuées afin de faciliter le règlement des
problèmes de transports et de visas.
Etant donné l’accord antérieur à cette réunion pour réaliser le premier
événement du FSC en Martinique en fin 2005, il a été proposé que
celui-ci se tienne du 7 au 12 novembre 2005 pour les raisons suivantes :

1- la saison cyclonique perdure jusqu’à fin octobre dans la région,
2- après le 15 novembre la haute saison touristique provoque une
forte augmentation des tarifs hôteliers et du transport aérien,
3- dates de disponibilité des installations locales au service du
Forum.


Au terme de cette première réunion constitutive du CC-FSC rendez-vous
fut pris pour:

1. rendre compte de l’état d’avancement des travaux de
communication à l’occasion du prochain FSM à Porto Alegre
(intensification de prise de contact et intégration des nouvelles
organisations au processus).
2. se réunir en Martinique pour une deuxième rencontre du CC-FSC
pendant la deuxième quinzaine de février 2005.

Comme l’affirment les principes qui orientent le FSM : « Le Forum ne
niera pas ses contradictions et sera toujours marqué par les conflits
d’opinions entre les associations et les mouvements qui respecteront les
principes énoncés dans sa Charte ». Mais, le FSC « est et sera toujours
un espace ouvert au pluralisme et à la diversité des engagements et des
actions, source de richesse et de force du mouvement pour un autre monde
».

Enfin, cette réunion s’est achevée par l’adoption d’un « APPEL AUX
ORGANISATIONS, RESEAUX, MOUVEMENTS POPULAIRES ET PEUPLES DE LA CARAÏBE
».

Report of the constitutive meeting of the
CARIBBEAN COUNCIL for the CARIBBEAN SOCIAL FORUM
in Havana (La Habana, Cuba) from the 13th to the 16th of december 2004


Presences :

Fourteen (14) representatives of the following organisations :
* Alianza Social Continental (ASC) ;
* Assemblée des Peuples de la Caraïbe (APC) ;
* Comité Cubano del Foro Social Mundial ;
* Comité d’Initiative Guadeloupéen (CIG) ;
* Comité d’Initiative Martiniquais (CIM) ;
* Convergence des Mouvements des Peuples d’Amérique (COMPA) ;
* Encuentros Hemisféricos contre l’ ALCA ;
* Jubileo Sur – Americas ;
* Plateforme Haïtienne de Plaidoyer pour un Développement
Alternatif (PAPDA).

We have retraced the preceding process for a Caribbean Social Forum
(CFS) and the initiatives taken since 2003. In the discussion, we have
recalled the principles of Porto Alegre and the participants, searching
for a consensus, agreed on the convergence of all elements mentioned.

In accordance to spirit, methodology and applied architecture in the
animation of the process and the organisation of the events during the
World Social Forum (WSF), the Caribbean Council of the CSF (CC-CSF) was
founded as an instance definig political orientation and stratégies of
the CSF.


This organism assumes the following functions :

1. Driving and setting the process roots of Social Forum inside
Caribbean Area in compliance with principles of the Porto Alegre Charter
(see www.forumsocialmundial.org.br);
2. Raising contacts and building meeting-points among Caribbean
movements fighting against neoliberal globalisation
3. Promoting and boosting the process in differents countries;
4. Defining thematics, architecture and methodology of events and
meetings during the CFS;
5. Supervising financial issues related to definition of criteria
for fund-raising, creation of a Solidarity Fund and examining financial
reports;

All organisations attending the meeting in Havana left with the common
agreement of promoting and broadening the CC-CFS in an open and
inclusive way. However this council should balance functions and
representatives.

This is a call for joigning the council to:
* regional networks or organisations;
* representantives of National Comittees of the CFS;
* international member organisations of the International Council
of the WSF that are working in the Caribbean;
* the national networks (sectorial, thematical, etc.) ;
* the local or national organisations in the Caribbean wherever
it is necessary to assure a territorial balance
.
As usual in Social Forums an organising committee launches the process
in the host country and resolves logistical and organisational
questions. During the Americas Social Forum in Quito (Equador July
2004), Caribbean organisations and networks decided to hold the first
CSF in Martinique 2005.

Therefore, it is the Martinique Initiative Committee (CIM) that assumes
this role.

In addition, was agreed by consensus that a Caribbean Organisative
Secretariat (SOC) connecting the Martinique Initiative Committee (CIM)
and the CC-CSF would be set up. The SOC also assumes technical
responsibilities resulting from the decisions taken by the Council.

The SOC is a mixed organism taking together as well member organisations
of the CC-CSF (2 to 3) as also members of the CIM (4 to 5).

The following criteria are important for the creation of the SOC :

1. Linguistical diversity,
2. Disponibility (time, media acces, etc.),
3. Representativity,
4. Implication in the process of convergence between the movements
in the region.

Considering the number of organisations present at this initial meeting,
the CIM members of the SOC will take the interim responsibily to
communicate and promote the CSF, in close cooperation with the actual
CC-CSF.

This is :
1. Collecting and updating of electronic address listes,
2. Driving the broadening process of the CC-CSF,
3. Setting up structures to facilitate communication in the three
languages (English, French, Spanish),
4. Searching for financing ressources.

Concerning this last point it has been decided that the fund raising
shall neither affect the independence of the CSF instances nor the
content of the event.

Additionally, the CIM is taking in charge the creation of the CSF
website, in order to respond to the necessary interactivity,
accessability and to the circulation of information.

The CIM representatives have explained the preparatory work of the CSF
already accomplished in Martinique, in particular the steps already
taken so as to make the settlement of transport and visa problems
easier.

With the preceding agreement to realise the first CSF event in
Martinique in the end of 2005, it was suggested to hold it from the 7th
to the 12th of November 2005 for the following reasons:

1- The regional hurrican season lasts until the end of October,
2- After the 15th of November hotel and transport fees will rise as
the tourist/high season begins,
3- dates concerning the disponibility of local installations serving
the Forum.


During this first constitutive meeting we decided to get together for
the CC-CSF again in:

1. Porto Alegre (WSF) to report on the communication progress of
the event (intensification of contacting other organisations in order to
integrate them into the process).
2. in Martinique in the second half of February for a second
meeting of the CC-CSF.

As the principles of the WSF point out : “The Forum does not deny its
contradictions and it will always be marked by opinion conflicts between
associations and movements that respect the principles of the Charta”.
Anyways, the CSF is and “will always be a forum open to pluralism and to
the diversity of activities and ways of engaging of the organizations
and movements, source of the power and the riches of a movement for
another world”.

Finally, the meeting has led to the adoption of an “APPEAL TO THE
ORGANISATIONS, NETWORKS, CIVIL MOVEMENTS AND PEOPLES OF THE CARIBBEAN”.
