Chile under Bachelet:   Not Free nor Fair

 

Michelle Bachelet, President of Chile, represents a political coalition who has been in power in Chile since 1990.

 

Her government continues to consolidate a system that is unfair, discriminatory, and far from democratic. Let’s look at some facts:

 

The discrimination, criminalisation and dispossession of the largest ethnic minority, the native Mapuche people, continue under the present government. Mapuche are being driven out of their ancestral lands, condemned to poverty, unemployment and illiteracy. They are being labeled criminals for protesting and Pinochet’s anti-terrorist laws are being enforced on them. The police continue to act as they did during the dictatorship by stopping peaceful demonstration, raiding communities and harassing the families. The Police continue to act as personal guards for the landowners. This year, a Mapuche youth, Matias Catrileo, was assassinated by the Chilean police. No one responsible as yet has been tried. The case is being investigated by the military Court set up by the Pinochet’s dictatorship. Only 5 days ago, demonstrators were detained by the police. One of them, Jhonny Cariqueo, was beaten so badly at the police station that two days later he died of cardiac arrest as a product of the beaten. The ILO Convention 169 about the protection to the native people was half approved by the Bachelet government, as it included a clause that virtually invalidates it. So the Chilean government can appear internationally as having approved this crucial convention when in fact nothing will change in Chile.The Bachelet government has continue Pinochet’s policy, to allow foreign capital to buy Chilean natural resources and allow to exploit them without any consideration for the impact on the native people, nor on the environment.

 

The Government has agreed for a gold mine project “Pascual Lama”, owned by Barrick, to be established in the north of Chile, which will divert two pure water glacials and pollute the rivers. This has been approved without any independent environmental impact study. In the south of Chile, The government is pushing to sell the rich water resources, to companies to build huge presses for hydro energy. This will cause pollution, will drive the native communities out of their land and give no benefit whatsoever to the Chilean people.

 

The Government allows huge forest, timber and paper pulp companies, to destroy the native forest and its fauna and flora, to plant fast growing foreign trees, which give the maximum yield and profit while destroying the soil and the habitat. These logging and wood pulp companies posses their own private armed guard which are used against the Mapuche people who are claiming to recover their usurped land taken by these companies.

 

Bachelet’s government allows huge salmon fisheries, to be established in Chile, without any limitations. The workers of such companies are paid low salaries, work in inhuman conditions and have no right to set up trade unions. Salmon fisheries from Norway establish themselves in Chile and deny the Chilean workers any of the work conditions and rights, enjoyed by the Norwegian workers in Europe. The Chilean Government finds this situation acceptable. The human’s right record for this government is not impressive. Most of those responsible involving torture, death and disappearance during the Pinochet’s dictatorship, are actually free. In fact, just a few months ago it was discovered that Bachelet’s Government had promoted to General of the Army an officer involved in human rights violations.

 

The list can go on, however, if you think that President Bachelet represents a democratic, thriving and fair country, we urge you to spare a thought for those who disagree, notably, the Mapuche people, the victims and relatives of past and present violations of human rights, the Chilean workers, in fact, the Chilean poor, who make up the large proportion of the country.

El Chile de Bachelet:   Ni Libre ni Justo

 

Michelle Bachelet, Presidenta de Chile, representa una coalición que esta en el poder desde 1990.

 

Su gobierno continúa consolidando un sistema que es injusto, discriminatorio y anti-democrático. Veamos la  evidencia:

 

La discriminación, criminalización y despojo de la más grande minoría étnica en Chile, el pueblo nativo Mapuche, continua bajo el presente gobierno.

 

Los Mapuche están siendo empujados de sus tierras ancestrales, condenados a la pobreza, desempleo y analfabetismo. Se les considera criminales por protestar y leyes anti-terroristas creadas por Pinochet están siendo aplicadas contra ellos. Los Carabineros continúan actuando como lo hacían durante la dictadura,  parando manifestaciones pacificas, allanando comunidades y hostigando a las familias mapuche. Los Carabineros continúan actuando como guardias personales de los latifundistas. Este año, un joven Mapuche, Matias Catrileo, fue asesinado por los Carabineros. Los responsables aun no han sido juzgados. Este caso esta siendo investigado por la justicia militar, de acuerdo a las regulaciones establecidas durante la dictadura. Solo 5 días atrás, manifestantes fueron detenidos por los Carabineros. Uno de ellos Jhonny Cariqueo, fue golpeado tan salvajemente en la Comisaría, que a consecuencia de eso dos días después falleció de paro cardiaco. La Convención 169 de la OIT, acerca de la protección del pueblo nativo se aprobó a medias por el Gobierno de Bachelet, ya que incluyo una cláusula que en realidad invalida la aplicación de la Convención en Chile. Con esa acción, el gobierno chileno aparece internacionalmente como aprobando la Convención sin de hecho cambiar nada en Chile. El gobierno de Bachelet ha continuado la política de Pinochet de permitir capitales extranjeros que compren y exploten los recursos naturales sin ninguna consideración hacia el impacto en el pueblo nativo ni en el medio ambiente.

 

El gobierno acepto que el proyecto “Pascual lama” de la mina de oro que pertenece a Barrick, se establezca en el norte de Chile, lo cual desviara dos glaciares puros y polucionara los ríos.  Esto se aprobó sin ningún estudio independiente de impacto ambiental. En el sur de Chile el Gobierno esta empujando para vender las ricos recursos hídricos, a compañías que construirán grandes represas para construir centrales hidroeléctricas. Esto causara polución, empujara a las comunidades nativas fuera de sus tierras y no dará beneficio de ningún tipo al pueblo chileno.

 El gobierno ha permitido a grandes empresas forestales y de celulosa, que destruyan el bosque nativo con su fauna y flora asociado, de manera de plantar árboles extranjeros de rápido crecimiento y que darán la máxima ganancia mientras destruyen el suelo y el hábitat.  Las forestales poseen su propia guardia privada armada y la usan contra los Mapuche que reclaman y luchan por recuperar sus tierras usurpadas. El gobierno de Bachelet permite que grandes salmoneras, se establezcan en Chile, sin limitación de ningún tipo. Los trabajadores de las salmoneras reciben salarios muy bajos, trabajan en condiciones inhumanas y no tienen derecho a organizarse en sindicatos.  Las salmoneras de Noruega, que se ubicaron en Chile, le niegan a los trabajadores chilenos las condiciones de trabajo y los derechos que gozan sus trabajadores en su país. El gobierno chileno encuentra que esa situación es totalmente aceptable.  El record de derechos humanos de este gobierno no es bueno. La mayoría de los responsables de tortura, muerte y desaparición durante la dictadura de Pinochet, están libres. De hecho, solo hace unos meses, se descubrió que el gobierno de Bachelet había ascendido a general del ejército a un oficial responsable de violaciones de derechos humanos.

 

Esta lista puede ser muy larga, sin embargo, si Ud piensa que la Presidenta Bachelet representa a un país democrático, justo y emprendedor, le pedimos que piense en aquellos que están en desacuerdo con esto. En particular el pueblo Mapuche, las victimas y sus familiares, de violaciones de derechos humanos en el pasado y el presente y los trabajadores chilenos. En realidad que piense en los pobres de Chile, que constituyen una gran proporción del país.
