      At What Moment is Venezuela in Its Struggle

      The opposition, for its part, called for a plebiscite for the
      same first Sunday July 1. However it is illegal because it does
      not have the endorsement of the CNE, the only body legally
      authorized to carry out any electoral process in the country. It
      has a subversive character, and was designed to prevent the
      electoral process for the Constituent Assembly. Neither in the
      national constitution nor in any other Venezuelan law is the
      plebiscite a method of popular consultation.

      But at what point is the struggle to consolidate the Bolivarian
      revolutionary process initiated by Hugo Chávez in the
      interest of the full assumption by the Venezuelan people of
      sovereignty over the natural wealth, history and future of that
      Caribbean and South American nation?

      The National Directorate of the Bolivar and Zamora Revolutionary
      Current (CRBZ) of the Socialist Party [the PSUV: Partido
      Socialista Unido de Venezuela] in a communiqué made public on
      July 3 in progress declares that the conflict in Venezuela is at
      a new level, not because of the will of the revolution, but
      because it was imposed by the coup plan in progress after two
      months of unsuccessful coup attempts.

      The strategy is drawn up by the US State Department, the US
      Defense Department’s Southern Command headquartered in
      Miami and the Venezuelan economic and political right. To date,
      it has been observed using the deployment of different putschist
      weapons: the communicational, the psychological, the
      international, the economic, the institutional, and violence.
      They have tried and advanced each of them, as part of the fourth
      generation war, which combines the different forms of war. His
      greatest weakness has always been the lack of popular support.

      It is in the institutional environment in which more work and
      beat today, betting on eventual fractures in the Chavista block.

      Given its lack of popular support, the right has opted to
      implement several tactics at a time. One is to push the economy
      to raise prices, shorten and attack points of food supply and
      transportation in order to deepen the economic difficulties of
      humble people to push it to plunder.

      Another is based on deploying clashes to siege entire cities for
      several days, leaving behind a trail of death, destruction,
      looting, fire, terror and other images that hit the social
      fabric, reports the CRBZ.

      The radical aspect of the right-wing war is explained by the
      despair and the class character of the conflict. They seek
      desperately to regain political control and to lapse the
      historical project that is the Bolivarian revolution.

      “Faced with this scenario, it is essential to maintain the
      unity of Chavismo, to defend the revolution not only from the
      State, but also from the popular protagonism, involving people in
      the organized protection of institutions, territories, hospitals,
      food centers. To ensure that doctors, workers, comuneros and
      neighbors, take care of their spaces so that the right does not
      destroy what the people have built in the exercise of
      participatory democracy and safeguard their conquests for so many
      years.

      The other great purpose of Chavismo is to arrive on July 30,
      having started a process of participation and debate around the
      National Constituent Assembly. “We must activate
      assemblies in the territories, recreate politics from the
      grassroots, listen to criticism, build spaces for exchange that
      are not only to applaud leaders and repeat the same. That
      exercise will allow us to call the vote to the majorities on July
      30 and have better conditions to face the next steps. “

      Chavismo proposes to provide urgent answers to the material
      demands of people: gas, price stabilization, supply, drugs. And
      not from an electoral perspective, but from the imperative need
      to respond to needs that multiply in the territories and that are
      breeding ground for discontent, abstention and depoliticization.

      “We are in a decisive month,” the Chavistas reckon,
      “the right, by US design, will do everything possible to
      attempt its final assault. The revolution has the strength to
      resist and keep moving forward. It is necessary to use all those
      forces, in particular that of the protagonism of the people
      “.

      *US-Cuba Friendshipment Caravan Visits Villa Clara*

      Santa Clara, Cuba, Jul 17 (ACN) The US-Cuba Friendshipment Caravan-Pastors
      for Peace are currently visiting places of historic, cultural and social
      interests in Villa Clara where its members are exchanging with
      representative of political and grass roots organizations, workers and
      students.

      The leader of the caravan and friend of Cuba, Gail Walker along with
      members of different regions in the United States told the press that the
      group once again ratifies its solidarity with the Cuban people and wants to
      transmit on behalf of the people in the US greetings, peace and friendship
      between both sides.

      The caravan is made up by some that have visited Cuba several times with
      the caravan and new young members that are in Cuba for the first time and
      wanted to get a look at the country’s reality and wanted to stretch out
      their fraternal ties and sympathy with the Revolution, feelings taught to
      them by Reverend Lucius Walker, she said.

      Bill Hill, veteran of the Vietnam war told ACN that he feels great
      satisfaction to know how the Cuban people move forward with its political
      and social project despite the obstacles imposed by the US economic,
      financial and commercial blockade.

      The members of Pastors for Peace was welcomed by the representative of the
      Institute of Friendship with the Peoples, ICAP, in Villa Clara, Iris
      Menendez who wished the caravanistas a happy visit in the province. The
      solidarity activists will visit the Ernesto Che Guevara Monument and the
      armored train among other historic sites.

      The activists will also tour Jibacoa in the mountainous municipality of
      Manicaragua and town of Placetas where they will meet with members of the
      communities and learn about the projects underway in the territory.

      Both Heads of States exchanged on the good state of bilateral relations,
      the process of implementation of the peace accords in Colombia and other
      issues of the international scenario.

      Accompanying the distinguished visitor was Foreign Minister Maria Angela
      Holguin Cuellar and other members of the delegation.

      On the Cuban side, was Foreign Minister Bruno Rodriguez Parrilla and other
      members of the Cuban delegation.

      USA: Three Republicans Refuse to Repeal Obamacare without Replacement
      Washington, Jul 18 (Prensa Latina) Three Republican senators announced
      today that they will vote against the process to repeal Obamacare, which
      represents the end for the Republican party'&#39;s efforts to abolish that
      health regulation.

      Susan Collins (Maine), Shelley Moore Capito (West Virginia), and Lisa
      Murkowski (Alaska), said this afternoon that they could not support the end
      of that law, passed during the management of Barack Obama (2009 to 2017),
      without having a replacement for it.

      'I did not come to Washington to hurt people, I can not vote to repeal
      Obamacare without a replacement plan that addresses my concerns and the
      needs of West Virginians&#39;, said Moore Capito in a statement.

      'I do not think that it is going to be constructive to repeal a law that is
      at this point so interwoven within our health care system and then hope
      that over the next two years we will come up with some kind of replacement.
      That would create great anxiety for individuals who rely on the Obamacare
      and would cause the insurance markets to go into turmoil,' said Collins.

      The announcement made by the senators was another blow for the Republican
      Party, which is left without enough votes to repeal the current
      regulations, while the promise made by President Donald Trump's campaign
      moves away.

Correa With the aim of improving the quality of services, two of the capital’s most well known hospitals, the Miguel Enríquez and Salvador Allende, are benefitting from a nationwide investment, repair and maintenance process, ongoing for the last four years.


      The Miguel Enríquez Hospital, known to most as the La Benéfica, is situated in the Havana municipality of 10 de Octubre and was inaugurated in 1983 as a mutualist clinic belonging to the Gallegos Society (immigrants from Galicia). At that time the institution offered medical, surgical, and dental services.


      After the triumph of the Revolution it became a clinical-surgical hospital run by the people, for the people, and at the end of 1974 was renamed after Chilean doctor and political leader Miguel Enríquez Espinosa (1944-1974, who died fighting against the bloody military dictatorship in Chile).


      Today, the institution has 425 beds, admits an average of 11,000 patients, offers 80,000 consultations across 34 specialties, and treats some 95,000 emergency cases, every year.



      The hospital was first expanded during the 1980s. On December 31, 1988 Comandante en Jefe Fidel Castro Ruz inaugurated a new eight-story building adjacent to the main site, with a capacity of 265 beds; as well as another newly renovated facility in the surgical department with 12 operating theaters, a burn unit, and diagnostics center.

Photo: Nuria Barbosa Meanwhile, in efforts to implement the Economic and Social Policy Guidelines of the Party and Revolution approved during the Communist Party of Cuba’s Seventh Congress in 2011, healthcare facilities throughout the country are currently being renovated and repaired as part of a nationwide transformation process being carried out across the entire sector.


      Three new 26-bed wards have been opened at the Miguel Enrique Hospital; one in the Surgery department, the second in Geriatrics, and a third in Internal Medicine - all of which had been closed since 2003. These works have contributed to increasing the hospital’s efficiency, guaranteeing surgical procedures, and improving emergency services.


      This first phase also saw repair and maintenance works to the staff cafeteria, and emergency department, as well as a bloc which includes 100 beds, transitional and intensive care units, clinical laboratory, X-ray services, and two surgical patient preparation areas, both with 24 beds.



      Meanwhile, 10 new operating theaters were inaugurated in January 2017, all equipped with modern technology for minimal access, neurological, ophthalmological and oncological procedures; while clinical and non-clinical fittings and furnishing were replaced for increased comfort in waiting and consultation areas.


      At present, the laundry room, sterilization unit, and two other hospital wards are undergoing maintenance.



      According to staff, the severe, progressing, and mild burns units, as well as another operating theater, teaching areas, doctors on-call rooms, and a storage/dining facility, should be completed by July 26, National Rebellion Day, an historic date for Cubans when, in 1953, Fidel and a group of revolutionaries attacked the Moncada Garrison in Santiago de Cuba.



      The hospital has also received 93 new medical devices, including two chemistry analyzers, two gasometers, Rx remote controls, a C-Arm X-ray System, six artificial kidneys, state-of-the-art neurosurgery microscopes, and anesthesia and MRI machines.



      In 2013 the center had a total of 35 computers with out-dated software and no intranet. Now all have intranet access, with servers for authorized users, browsing and Internet services, as well as the GALEN computerized medical records system.



      Similar things are happening at the Salvador Allende clinical-surgical teaching Hospital, located in the Havana municipality of Cerro, and opened in 1897 as a health facility under the name “La Covadonga,” belonging to the mutualist society of Asturian immigrants.


      This institution, set on grounds covering an expanse of 136,000 square meters, offers services in 30 specialties, is composed of 40 buildings divided into pavilions, and has 24 wards and 432 beds, which received 12,788 patients in 2016.



      Two wards are set to receive an additional 20 beds, as well as undergo repairs, which should be completed this year. Meanwhile, filter and hydro-pressure machines have been installed to supply high-pressure soft water to washing machines, the main sterilization unit, and boilers. Repairs have also been carried out to the incineration room, where equipment there, along with the Exciplex laser, has undergone maintenance works.


      Meanwhile, repairs to the clinical and microbiology laboratories, as well as the building which houses outpatient consultation facilities, are set to be completed by December.


      Maintenance work has also been carried out in the surgical unit, three admissions wards, the gastroenterology and pathological anatomy departments, the center for brain conditions, and emergency room.
      Similar projects are also being undertaken in areas dedicated to nuclear medicine, sterilization, teaching rooms, the kitchen, and various admissions wards.


      These two well known, free, public hospitals are clear proof that the investment process is fulfilling its objectives by continuing to improve health indicators, increase the quality of services and patient satisfaction, and making the island’s healthcare system more efficient and sustainable, which together contribute to guaranteeing the social development of the country.

      There are currently around two million people 60 years of age or older in Cuba. Statistics from the latest Population and Housing Census show that the island is set to have the oldest population in Latin America by 2025.


      Population aging is the result of increased life expectancy and a decline in fertility rates worldwide, aspects which in Cuba’s case, represent important social achievements when compared with other developed countries. However, they also imply challenges for the island’s demographic, economic, and social order.


      For example, in 2021, retired people are expected to outnumber those of working age. In order to tackle this demographic situation a series of measures have been adopted and will be gradually implemented in the country.


      SOCIAL SECUIRITY IN CUBA


      Ever since the triumph of the Revolution, the Cuban state has guaranteed protection to all citizens through its Social Security System composed of general and special regulations, as well as a Social Assistance plan.

      According to Haydee Franco Leal, deputy director general of the National Social Security Institute (INSS), speaking with Granma International “This last set of regulations protects elderly persons who have little to no resources or support, as well as those unable to work, whose income is unable to cover their basic needs, and those without relations able to support them.
      “The state intercedes through these institutions; providing benefits in the form of financial aid, services, as well as other supports.


      “The general program is aimed at protecting workers in the case of illness, workplace and non-workplace related accidents, maternity, disability, old age, and their relations in the case of death,” added Franco.


      SPECIAL PROGRAMS


      Special programs protect people involved in activities or productive processes or services, the nature of which require that Social Security be adapted to their specific conditions.


      “In Cuba, these special programs have been extended in line with the updating of the country’s socio-economic model. Today, some are linked to the state sector, including those which protect members of the Revolutionary Armed Forces and combatants from the Ministry of the Interior. Meanwhile, others related to the non-state sector include self-employed workers, usufructuaries, members of agricultural production cooperatives and non-agricultural cooperatives, as well as a plan for artists and creators,” explained the INSS Deputy Director General.


      Given population trends in Cuban society, in late 2008, Social Security Law No. 24, which had been in force in the country since 1980, was modified.


      The measure was essential given the declining number of people of working age and its growing impact on the availability of human resources.


      As such, Social Security Law No. 105 was approved and came into effect in 2009.


      KEY FEATURES OF LAW NO.105


      The new regulations increased retirement age by five years, with Cuban women entitled to retire once they reach 60 years of age, and men 65, while both are eligible for a state pension after having worked for a minimum of 30 years.


      Such measures led to an increase in the number of employed people and delayed the problem of a declining workforce which would have affected the country in 2015.


      Meanwhile, increasing the time period over which an individual’s pension is calculated has also encouraged people to remain in their jobs.


      “Pensions are calculated on the basis of an individual’s five highest paying salaries over their last 15 years of work. A rate of 60% applies for their first 30 years of work, with a 2% increase for every year after that until reaching 90%, which is the maximum pension a worker is entitled to in the country,” explained Franco.


      Another change within Law No.105 is related to full disability pensions. Unlike the old law, today a Cuban worker who suffers an accident or is left incapacitated is entitled to a full disability pension, no matter how long they have been employed, just as long as they have been working.


      “Likewise, a person who retires has the right to rejoin the workforce and receive a salary and pension at the same time, with rights similar to those of other workers,” she explained.

      “Another new feature is related to protection of surviving spouses. Before only female widows were protected, but benefits have now been extended to men as well, meaning that anyone over the age of 65 or with a disability, who depended on their deceased spouse, has the right to a pension which can be combined with their standard retirement,” noted the INSS Deputy Director General.


      Changes have also been made to cases involving orphans. If both parents should die, the child receives benefits until they finish school. In the case of the death of just one parent, following a review of the family situation, the child may be awarded benefits until they conclude their studies.


      THE BENEFITS OF SOCIAL SECURITY


      Cuba’s demographic trends present a great challenge for the country today - with a declining number of people of working age, and a rise in those over 60; a situation which implies more social spending and fewer hands to produce material and spiritual wealth.


      Cuba’s current social security budget stands at over six billion pesos, a figure which is scheduled to double by 2030 as the state plans to allocate more resources to Social Security in order to guarantee that its citizens are protected.


      In this regard, measures being undertaken to address the island’s population trends are based on three fundamental objectives:


      “This first is linked to stimulating fertility rates and working toward population replacement in the medium-term. The second is related to dealing with the needs of a growing number of people aged 60 and over, as well as promoting their participation in the economic, political, and social life of the country. And the third, to efforts directed toward seeing the largest number of people fit for employment,” added the INSS official.


      Today, we must think of population aging as one of Cuban society’s achievements and work harder to increase efficiency and productivity in order to build a better society.

        Havana-. “Cuba vehemently condemns military aggression against Venezuela,”
        stated the island’s Deputy Minister of Foreign Relation, Ana Teresita
        González.

        Taking to her Twitter account, the Cuban official also noted that the
        island “reaffirms the Postulates of Latin America and the Caribbean as a
        Zone of Peace. No to a “military option,” against Venezuela,” wrote
        González in reference to recent remarks by U.S. President Donald Trump, who
        stated that his government would not rule out a “military option” in
        regards to the situation in Venezuela.

        Meanwhile, it was announced that the Bolivarian nation will undertake a
        civic-military exercise on August 26 and 27 in preparation to defend its
        national territory in the event of military intervention.

        Venezuelan President Nicolás Maduro ordered the National Bolivarian Armed
        Forces (FANB) to begin preparations given the U.S.’s increasingly hostile
        tone toward the country.

        Maduro urged Venezuelans to prepare to defend their homeland and called on
        the Somos Venezuela (We Are Venezuela) movement to organize exercises as
        part of the national Comprehensive Armed Defense Plan.

        According to Prensa Latina, the Venezuelan leader stated that the
        Bolivarian Revolution is an example of democracy for the world, because in
        just 18 years 22 elections have been held in the South American nation,
        including the successful and recently concluded process to elect a National
        Constituent Assembly (ANC).

        Meanwhile, Maduro called on the Truth, Justice and Peace Commission to
        begin a process against those calling for military intervention in
        Venezuela and who supported U.S. President Donald Trump’s recent threats
        regarding possible military action against the South American country.

        A research mission led by Florida Atlantic University’s Harbor Branch
        Oceanographic Institute has uncovered details of one of Cuba’s hidden
        natural treasures. After nearly two years of planning, a team of scientists
        from the United States and Cuba has explored never-before-studied
        mesophotic coral reefs during a month-long circumnavigation of the entire
        coast of Cuba, which spans about 1,500 miles (2,729 kilometers). Except for
        a few places along the coast, prior to this expedition, there were
        virtually no data or charts indicating what was beyond the shallow reef
        zone. At every dive site, the scientists discovered mesophotic reefs, which
        they documented from depths of 150 meters up to 30 meters.

        Forty-three dives using a remotely operated underwater vehicle (ROV) as
        well as snorkeling excursions have resulted in almost 20,000 underwater
        photographs, a collection of more than 500 marine plants and animals and
        100 hours of high definition video. In addition to documenting these
        mesophotic reefs for the first time, important discoveries included
        numerous new species of sponges and range extensions or depth records for
        several species of corals, gorgonians, sponges, algae and fish. They
        documented 123 species of fish, including numerous grouper and snapper on
        the mesophotic reefs. The invasive lionfish, which often number in the
        hundreds on mesophotic reefs off southwestern Florida, was present in
        relatively lower abundance at the study sites in Cuba. Some sites had coral
        abundances, rivaling the highest known coral densities in the Caribbean.

        “This expedition would not have been so successful without the hard work
        and collaboration of all the scientists from Cuba and the United States who
        participated in the cruise,” said John K. Reed, chief scientist and
        research professor at FAU’s Harbor Branch. “We were thrilled to discover
        that overall, the majority of the mesophotic reefs that we explored are
        very healthy and nearly pristine compared to many reefs found in the U.S.
        We saw little evidence of coral disease or coral bleaching, and evidence of
        human impact was limited to some lost long lines at some of the sites. Our
        biggest concern, however, is that we saw few large grouper.”

        Using the University of Miami’s Research Vessel F.G. Walton Smith as a
        platform for daily dives with the NOAA Marine Sanctuaries Foundation’s
        Mohawk ROV, scientists from the U.S. and Cuba specializing in corals,
        sponges, algae and fish logged thousands of dive notes, underwater photos
        and video, documenting the geomorphology, biological zonation and diversity
        of marine organisms.

        Many of the mission’s ROV dives took place in or directly adjacent to
        Cuba’s extensive network of marine protected areas (MPAs), providing an
        opportunity to explore locations for potential creation of new MPAs or
        expansion of existing boundaries. Oceanographic data and water samples also
        were collected daily to evaluate seawater chemistry, patterns of water
        circulation and potential connectivity between Cuban reefs and those in the
        U.S.

        Approximately 22 percent of the Cuban shelf is designated as MPAs, and many
        of the dives on this expedition were within these MPAs. During this
        expedition, the scientists identified at least four sites they believe
        should receive MPA status that are not currently protected. Some of these
        sites had dense cover of corals or populations of grouper and snapper,
        which may indicate spawning aggregations and Essential Fish and Coral
        Habitat.

        “This expedition was a very successful collaboration between numerous
        institutions, universities and scientists,” said Anton Post, Ph.D.,
        executive director of FAU’s Harbor Branch. “These new discoveries will
        provide important documentation on the density of corals and fish in Cuba
        and ultimately determine the genetic connectivity of their corals and those
        collected from the U.S. Flower Gardens Bank and Florida Keys National
        Marine Sanctuaries.”

        psychedelic. The work is just one of the dozens of Cuban-made
        American-movie posters on display in “Hollywood in Havana: Five Decades of
        Cuban Posters Promoting U.S. Films,” an upcoming exhibition
        <http://pmcaonline.org/exhibitions/hollywood-in-havana/> at the Pasadena
        Museum of California Art.

        “Cubans love American films,” says curator Carol A. Wells,founder and
        executive director of the L.A.-based Center for the Study of Political
        Graphics, which collects and archives historical posters. The silk screens
        were created in the aftermath of the Cuban Revolution, under the newly
        minted Instituto Cubano del Arte e Industria Cinematográficos, an
        organization looking to promote cultural awareness and dialogue. And unlike
        its institutional brethren, I.C.A.I.C. was founded by a group that didn’t
        necessarily subscribe to the socialist realism

        otherwise predominated throughout the country.

        “There were poster-making institutes, like the political propaganda arms,
        [but] the film institute rejected that model, and really attracted people
        who wanted to think outside the box—who wanted to experiment, who wanted to
        explore,” she says. In came artists encouraged to take a different
        approach. Instead of using actors’ faces they created colorful, abstract,
        and minimalist silk screens, which were used to advertise screenings in
        Havana’s movie theaters, as well as in more remote locations outside the
        capital. “The Cubans formed something called the mobile cinema, because so
        much of the country didn’t have electricity,” says Wells. “They would bring
        generators, projectors, and films to these remote areas, and they would set
        up in the town plaza at night.”

        “I’ve asked and asked, and people either shrug because they don’t know, or
        they shrug and smile if they just don’t want to talk about it,” says Wells.
        The Pasadena exhibit will feature more than 40 of the silk screens that
        advertised these movies, including Cuban takes on *The Godfather* and *What
        Ever Happened to Baby Jane?,* along with lesser-known movies like *What's
        So Bad About Feeling Good?* starring Mary Tyler Moore.

        Wells ultimately hopes the exhibition will show Cuba in a new light. “What
        I have really found in the prep of this is how many stereotypes there are
        about Cuba,” she says, adding that visitors should be in for a surprise—and
        not just about the country itself. “Sometimes,” she adds, “these posters
        were actually better than the films.”

          *Irma Continues as an Intense Hurricane*

          HAVANA, Cuba, Sept 1 (acn) Irma continues as an intense hurricane, reported
          on Friday the Meteorology Institute in its tropical storm advisory report
          number 5.

          Hurricane Irma has gained in intensity during Friday, has maximum sustained
          winds of 195 kilometer per hour with superior gusts, and continues as a
          category 3 hurricane in the Saffir-Simpson scale.

          On Friday at 6pm local time, the center of Hurricane Irma was estimated at
          18.8 degrees North latitude and 39.3 degrees West longitude, located at
          some 2 thousand 385 kilometers east of the island of Antigua.

          During the day the hurricane has inclined its trajectory towards the west
          and is moving at 20 kilometers per hour.

          In the next 12 to 24 hours, Irma’s forecast continues with the similar path
          and speed with a possible inclination towards the west-northwest on
          Saturday and some fluctuations in its intensity, but maintaining its
          hurricane conditions.

          The next tropical storm advisory report will be issued on Saturday 6pm
          local time.

          JetBlue Opens Offices in Havana

          HAVANA, Cuba, Sept 1 (acn) JetBlue, the first US airline to begin regular flights to Cuba in 2016 inaugurated on Friday in Havana two new commercial offices ratifying its interest and feasibility of its operations in the region.



          The opening of the two offices, located in the famous La Rampa in Havana and Terminal 3 of the Jose Marti International Airport occurs on the 1 st anniversary of its first flight to the Caribbean island on August 31st of 2016, said Robin Hayes, Executive President of the US airline.



          The directive highlighted that in its second year of commercial work in Cuba, the airline is ready to introduce lower fares and services to travelers in Havana and stressed that they have adjusted the capacities of the routes in Havana, Camaguey, Holguin and Santa Clara, maintaining the same number of flights.



          Hayes said that they continue to make changes to improve services to the clients in favor of assuring the operations of this long-term market.



          The Cuban Director of Business of Cubana Airlines Corporation, Ibrahim Ferradaz said that the opening of JetBlue’s commercial offices and that of other US airlines confirmed its interest in Cuba despite the limitations of the economic, commercial and financial blockade imposed by the US on the Caribbean island.



          According to the specialist, there are currently six US companies (JetBlue, American Airlines, Delta, United, Southwest and Alaska) carrying out regular flights to different destinations in the country demonstrating the strength of Cuba regarding operational security and aviation.



          Ferradaz highlighted Cuba’s intention in continuing to develop respectful and cooperation ties with the United States.

          Cuba and the United States reestablished regular direct flights in 2016 –suspended for over 50 years-, amidst the process of the normalization of bilateral relations between Washington and Havana.



          The people of the United States are prohibited in visiting Cuba as tourists, and can only travel under one of the 12 licenses approved by Washington.

          *Spanish Foreign Minister to Visit Cuba*

          HAVANA, Cuba, Sept 1 (acn) Spain’s Foreign Minister, Alfonso Maria Dastis
          Quecedo will visit Cuba on an official visit and is expected to arrive next
          Tuesday to Havana.

          The Cuban Foreign Ministry website, Cubaminrex confirmed the two-day visit
          with the objective of strengthening ties between both nations, united by
          common history and culture.

          Cuba’s Foreign Minister Bruno Rodriguez was welcomed last April by the Head
          of the Spanish government Mariano Rajoy at the La Moncloa Palace, site of
          the presidency.

          During that visit, the top Cuban diplomat greeted King Felipe VI at the
          Zarzuela Palace, which is the official royal residence.

          The Cuban Foreign Minister also met with his Spanish counterpart Alfonso
          Dastis in Madrid.

          Rodriguez and Dastis also met last December in Brussels after signing a
          political and cooperation dialog agreement between Cuba and the European
          Union.

          At the end of February of this year, the Secretary of State of
          International Cooperation and Ibero America, Fernando Garcia Casas traveled
          to the island and exchanged with several representatives of the Cuban
          government.

          Dastis Quecedo’s visit comes after declarations several months ago, when he
          stressed that King Felipe VI and Government President Mariano Rajoy will
          visit Cuba as soon as possible.

            Beginning today, September 4 through the end of the month, the process of nominating candidates for upcoming general elections begins in neighborhood assemblies across the country.


            In a message to the Cuban people on the occasion, Esteban Lazo, President of the National Assembly of People's Power, stated, "We are a few hours away from the beginning of the first stage of the general elections process, during which the people will nominate and elect delegates who will be members of Municipal Assemblies of People's Power, for the 18th term in office.


            "To reach this moment, electoral commissions have worked intensely on the organization, provisioning, coordination, and preparation of the process … with the purpose of guaranteeing the functioning of thousands of electoral authorities, above all the 24,000 polling stations that will be opened in (the country's) 12,515 constituencies.


            "We are among the few citizens in the world who in public meetings propose and nominate, openly and directly, candidates for constituency delegate, in an expression of profound democracy and enormous responsibility, since these individuals will form the Municipal Assembly, where they will make important decisions affecting the lives of inhabitants of the area, such as the approval and supervision of socio-economic plans, as well as the local budget, among many others."


            After describing the role and responsibilities of delegates to be elected, Lazo continued, "Those proposed, nominated, and subsequently elected, in a direct and secret manner within our communities, may later be candidates and consequently elected as president or vice president of the local municipal body, of a People's Council, or a standing committee. But there is an even greater connotation: given that the Provincial Assembly and the National Assembly are composed of up to 50% constituency delegates, if a neighbor from our community is elected delegate, or provincial delegate, or deputy, they are also eligible to assume one of the highest offices at the provincial level, or even within the highest body of state power.


            "Thus the responsibility that we are to assume as electors, to attend with our families this democratic, civic, participative event, which is the nomination of candidates assembly, to propose and nominate responsible and capable Cuban men and women, who are sensitive to the people's problems, and who will have the mission of advancing the improvement of People's Power on the road to the future chosen by our people.


            "Freed forever from politicking, demagoguery, and campaigns based on money, trickery, and violence, I invite all to participate in this transparent, clean electoral process, with renewed enthusiasm and the certainty that its successful realization will be one more step toward consolidating our socialist democracy."

            Rodríguez explained that the Commission for Truth, Justice, Peace and Public Tranquility is a powerful instrument that will identify those responsible for politically motivated and violent acts since 1999 to the present, in order to promote understanding and heal some of the country’s wounds.


            A month into its work, the ANC continues to promote policies that effectively address the needs of the Venezuelan people and their demands for justice, peace and economic improvements.


            As part of the first measures adopted by the plenipotentiary body, the ANC removed Venezuelan Attorney General Luisa Ortega Díaz from office, due to her alleged links to an extortion ring run by her husband, Deputy Germán Ferrer, from the Public Prosecutor’s Office.


            Likewise, debates continue on the bill for the Constitutional Law against Hate, Intolerance and for Peaceful Coexistence, mainly in response to the violence promoted by extreme right sectors, which from April to July claimed more than 100 lives.


            In order to meet the needs of the Venezuelan people, suffering from hoarding and speculation by sectors attempting to destabilize the country, and to ensure economic recovery, the ANC installed the Diversified and Productive Economy Commission, with the objective of strengthening national production through international alliances, teleSUR reported.

            No one knows exactly what time it was, or can describe what he was wearing that Tuesday.             Now however, decades later, as Latin America once again beings to feel its veins reopen; the world continues to hope that Santiago will return alive. Impunity can never be condoned and much less when the case involves a long chain of injustices.

            During the mobilization by the Ancestral Mapuche Resistance – in the Pu Lof community located in the department of Cushamen, Chubut province, Argentina – which Santiago attended, protesters called for the release of community leader Facundo Jones Huala, wanted by Chilean authorities.
            Activists were met with repression by the National Gendarmerie, under the direct control of Argentina’s Minister of Security Patricia Bullrich. Huala, who is accused of starting a fire at the Pisu Pisué rural estate in the Chilean region of Los Ríos, was captured by the Gendarmerie, after an international warrant was issued for his arrest.


            He is also accused of manufacturing and possessing an illegal arsenal of weapons and violating the country’s immigration laws.


            The conflict stems from the indigenous people’s historic struggle to reclaim the lands stolen from them by colonists. Up until his arrest Huala was a senior leader in the community, which has occupied territory belonging to Italian clothing company Benetton, which possess over 900,000 hectares of land in Argentina.


            It seems therefore, that Santiago Maldonado’s support for this cause was what led to his disappearance. Let’s hope that this isn’t another of the many cases which go unpunished around the world every day. Justice must be the key word, if the question to the whereabouts of Santiago Maldonado, is to be answered.

            This, according to Carlos Rafael Miranda Martínez, national CDR coordinator and a member of the Council of State of the Republic of Cuba, speaking to Granma after presenting the delegation from the municipality of Guantánamo with the Cuban flag during a ceremony which took place in the city’s José Martí Park.

            Attending the ceremony were Rafael Pérez Fernández, first Party secretary in the municipality and a member of the Central Committee; Oreste Hernández Martínez, a member of the Party Provincial Bureau; and Aleida Guevara March, daughter of Heroic Guerilla Ernesto Che Guevara, who later met and spoke with those selected.

            Miranda Martínez explained that as faithful defenders of the work of the Revolution, youth delegations will lead specific tasks in the run-up to the organization’s Ninth Congress, set to be held next year, and participate in agricultural and construction activities alongside the Young Communists League.

            He noted that delegations will support the election process in which delegates to Municipal Assemblies of People’s Power will be selected, and have the opportunity to visit neighborhoods and communities, as well as enjoy festive activities.

            The delegation from Guantánamo includes 60 members (31 women and 29 men), all of whom hold positions of responsibility in their areas or CDRs.
            Guantánamo City Historian José Sánchez Guerra, reminded members of the significance of José Martí Park, where the flag bearing ceremony took place , noting that the site represents an eternal tribute by residents to Cuba’s national hero.

            MATANZAS.–The people's massive support of the process of nominating candidates in neighborhoods across the country, beginning Monday September 4, will be the best possible tribute to the historic leader of the Revolution, stated Esteban Lazo Hernández, president of the National Assembly of People's Power, during a tour of construction projects being undertaken in Matanzas, on the occasion of the city's 325th anniversary.


            Lazo, also a Political Bureau member, noted that these are the first elections to be held without the physical presence of Fidel, the architect of Cuba's electoral system, essential to the country's democratic, socialist sovereignty, he said, recalling, "how much Fidel did, thought, and contributed to ensure that the political system rested on a solid foundation, to guarantee the continuity of our ideals of independence and social justice forged over more than a century of continuous struggle."


            He called for the people's massive, disciplined participation in the nomination process, proposing those with the credentials, authority, prestige, leadership skills, and ability to serve.


            He noted the importance of attending constituency assemblies, since this first step leading up to general elections is critical.


            The first stop of his visit to Matanzas, yesterday August 31, was at the Brisas del Mar restaurant, located on El Tenis beach. There, administrator Rosett Armando Guías Castillo explained that the restaurant now has a capacity of 80 customers, who appreciate the facility's new floor, roof, and outdoor areas.
            Conversing with staff, Lazo asked about salaries and working conditions, emphasizing the importance of providing quality services.

            Leonel Pérez Orozco, City Conservator and tireless promoter of urban restoration, led Lazo on a tour of a new trade school providing young people the skills to restore the city's historic buildings; the renovated arched walkway on Tirry Street; the Sauto Theater where work is underway; and progress on street repair, restoration of viaducts, and Pueblo Nuevo.

              Cuba declares its solidarity with the Palestinian people in the UN

              HAVANA, Cuba, Dec 1 (ACN) Cuban Ambassador Humberto Rivero expressed in the
              United Nations (UN) the solidarity of his country towards the Palestinian
              people, and demanded the end of the Israeli occupation, which causes so much
              damage in the region.

              Cuba supports the Palestinian people in their legitimate struggle for
              justice, dignity, peace and the defense of their inalienable right to
              self-determination and sovereignty, said Rivero, according to a Prensa
              Latina report.

              Speaking at the General Assembly debate on the Palestinian issue, the
              diplomat expressed deep concern over the crisis in the Gaza Strip.

              In his opinion, it is time to pay off the enormous debt owed to the State of
              Palestine and to restore the inalienable rights of his people, violated by
              Israel during half a century of occupation, repression and collective
              punishment, destruction and confiscation of their lands and forced
              displacements.

              The Security Council must adopt concrete measures to put an end to this
              historical injustice, putting an urgent end to the occupation by Israel of
              the Palestinian territory and other Arab territories, since 1967, Rivero
              said.

              He also called for an immediate end to the blockade of almost a decade to
              the Gaza Strip, which almost completely isolates some two million civilians
              living in the area.

              In Gaza, a serious humanitarian crisis persists and the socio-economic
              conditions have fallen to the lowest levels since the beginning of the
              occupation in 1967, denounced the Cuban ambassador.

              The General Assembly adopted in November 2012 the decision to grant
              Palestine the status of Observer State in the UN: as at that time, Cuba will
              continue to support the entry of that Arab country as a full member of the

              Cuba decreases accident rate at work

              decrease, as a result of the joint effort of all agencies, said Ana Julia
              Cleger, an official in the Labor and Social Affairs area of ​​the
              Cuban´s Workers Confederation.

              At the end of last September, 44 deaths were reported for this cause, a
              figure that has decreased since 2007, when 251 lethal cases occurred, Cleger
              explained to the ACN.

              High-level Cuban communist party delegation arrives in China

              HAVANA, Cuba, Dec 1 (ACN) A high-level Cuban delegation arrived in Beijing
              to participate in an annual meeting between the Communist Party of China
              (CPC) and other political forces from different countries of the world.

              Ulises Guilarte de Nacimiento, a member of the Political Bureau of the
              Central Committee of the Communist Party of Cuba (PCC) and general secretary
              of the Workers Confederayion, heads the group.

              Germán Ferrás and Basilio Gutiérrez, coordinators from Asia and Oceania,
              and South America from the Department of International Relations of the
              Central Committee of the PCC, are part of the delegation as well.

              Upon his arrival in Beijing, the Cuban delegation was received by Wang
              Jialei, an official of the International Department of the Central Committee
              of the CPC.

              Its members will be present at the event that will run until December 3 with
              representatives from other states and regions of the planet.

              According to the organizers, the role of the parties in the construction of
              a community with a shared future will be discussed at the meeting.

              The agenda also includes parallel sessions on various topics and in the end
              a document will be issued with strategies that will contribute to improving
              interparty communication and collaboration.

              It is expected that the Chinese president and leader of the CPC, Xi Jinping,

              Half of Cuba´s sugar mills to start harvest in December

              HAVANA, Cuba, Dec 1 (ACN) Twenty-six sugar mills will start operations Cuba
              next December, announced today in this capital the Liobel Pérez Hernández,
              institutional communicator of AZCUBA Sugar Group.

              Most of them will do it between December 5 and the last days of that month,
              Pérez Hernández said in exclusive statements to the ACN.

              He informed that another 26 mills will enter into action in January until

              The Assassination of John F. Kennedy and the Plot against Cuba 54 Years Later

              Translator’s Note: Fabian Escalante, born in 1941, joined Cuba’s Department of State Security in 1960, becoming its head in 1976. After 1993, Escalante headed the Cuban Security Studies Center where he re-examined the assassination of President Kennedy. That year, on Cuban television, he named three Chicago gangsters and two Cuban exiles as gunmen involved in the killing. His books include: The Secret War: CIA Covert Operations against Cuba, 1959-62, (1995), CIA Targets Fidel: The Secret Assassination Report (1996), and JFK: The Cuba Files (2006).

              Fifty four years after the fact, the assassination of President Kennedy hasn’t been clarified and nothing about his direct and indirect killers is discoverable in reports that North American authorities periodically declassify. Nevertheless, media campaigns are orchestrated now and then that accuse Cuba, without any basis, of having taken part in the assassination. Suspiciously, they crop up every time an administration in power toughens its aggressive, inhumane policies against Cuba.

              That’s why we think it’s necessary to clarify essential aspects of that trauma and put forth analyses and viewpoints from Cuban investigations and from North American scholars in this regard. They are revealing, and clearly so, as to the causes behind the murderous plot, and they point to its instigators and to those who eventually carried it out.

              1. President Kennedy was assassinated in the middle of the day on November 22, 1963, in Dallas, Texas, just at the time when, in Cuba, his emissary, the French journalist Jean Daniel was talking with Fidel Castro about the extent and causes of existing conflict between both nations, and about eventual solutions.

              2. What circumstances gave rise to these two occurrences? Without a doubt, they were about changes in North American foreign policy toward Cuba just beginning to be delineated. These changes were a direct result of conflict that put the world on the brink of nuclear war following placement of Soviet missiles on the Island for defensive reasons. Cuba at that time was confronting an escalation of terrorist actions and aggressions from the United States that [we thought] had to end in a military invasion by the end of 1962.

              As the crisis played out, Kennedy became aware that Pentagon hawks and the CIA were inclined, as long as their political-military doctrine was in the ascendant, to let loose a nuclear holocaust. Because of this, he deliberated and then presented a new approach toward resolving the so-called “Cuban business.”

              His speech on June 10, 1963 at the American University in Washington showed that to be the case.

              “What kind of peace do I mean? What kind of peace do we seek? Not a Pax Americana enforced on the world by American weapons of war. Not the peace of the grave or the security of the slave. I am talking about genuine peace, the kind of peace that makes life on earth worth living, the kind that enables men and nations to grow and to hope and to build a better life for their children--not merely peace for Americans but peace for all men and women--not merely peace in our time but peace for all time.”

              3. At the beginning of 1963 a North American emissary, the lawyer James Donovan, visited our country and with his Cuban counterpart explored alternatives for a negotiated solution of the conflict. He returned again in April, this time with a North American journalist with ABC News, Lisa Howard. She carried out a long interview with Fidel Castro – shown on North American television – that addressed this theme. That leader took the occasion to outline Cuba’s inclination to find a political solution to the conflict, consistent with its principles.

              Then in September their ambassadors at the United Nations, following guidelines from both governments, met in Washington in order to devise an agenda for eventual political negotiations. Consultation took place on all of this with Robert Kennedy with Ambassador William Atwood serving as intermediary. And, finally, in November, President Kennedy, aware that Jean Daniel was traveling to Cuba to interview Fidel Castro, met with that French journalist and asked that he use the interview to address the issue of relations between both countries and to elicit the Cuban leader’s opinions on that.

              In other words, facts speak for themselves. A new atmosphere was being created for both countries that might have led – if Kennedy had not been assassinated – to a peaceful and political solution to the ongoing conflict.

              4. But there were cross currents; subversive war against Cuba had escalated. In that year alone, the CIA set in motion 17 murderous plots against Fidel, with one of them, with poisoned pills, on the verge of being carried out. Commandos originally from Cuba were training in Nicaragua and the Dominican Republic. Some of them had ideas of attacking merchant ships and thereby shoring up the blockade. Others were carrying out guerrilla warfare in the eastern mountains of the country.

              By then the CIA had created a subversive’s emporium in Miami, which we labeled as the “CIA and Mafia’s Cuban-American machinery.” Already at the time it operating quite on its own with respect to top brass in Langley. The operation could count on 4000 men already trained, 55 businesses providing support and logistics, planes and ships for war and transport, training camps, and an annual budget of $100 million. And that doesn’t take into account contributions from the Mafia and from companies like United Fruit and ITT, each with important longstanding interests in Cuba. From Miami, dozens of armed groups, special-forces teams, planes, and speedboats continually carried out attacks against our fishermen and coastal populations. They were arming their agents inside the country with the most sophisticated explosives to sabotage everything they could and kill teachers and farmers. All the while, a brutal, psychological – warfare campaign was underway employing every means within reach in an attempt to soften up the consciousness of the Cuban people and turn them against the revolution.

              Meanwhile in Paris, France, the CIA was finalizing its AM/Lash operation that was ready to assassinate Fidel and provoke a military coup inside the country that would quickly bring about a call for North American intervention.

              5. That was the political – operative scenario back then and it was within the same scenario that JM/Wave - the “CIA and Mafia’s Cuban-American machinery” - decided to assassinate the President, or ordered it. They began to engineer the plot in May. There were two objectives: to assassinate JFK and to blame Cuba for the deed. That way, a military response would be possible on such a scale that it could overthrow the Revolution.

              6. Lee Harvey Oswald, the alleged solitary assassin, was the main focus of our investigations what with his background as a CIA agent, his “asylum in the USSR,” his return to the U.S. with all expenses paid by his embassy. There was also his activity as a FBI informant in Dallas, his sudden arrival in New Orleans, his behavior of faking sympathies for the Cuban revolution and becoming an organizer for the Fair Play for Cuba Committee. We looked at his attempt to travel to Cuba and his comings and goings to and from the Soviet consulate [in Mexico City] on the pretense of documenting ties with both countries. And, finally, confronted with the impossibility of traveling to the Island, he returned to Dallas where his “managers” fashioned Option B. This involved documenting his relations with Cuba through “fabrication” of five letters sent from Havana to his mailbox in Dallas. They contained vague instructions as to assassinating the president.

              We also took into account the investigative results from our archives regarding high-profile terrorists of Cuban origin who, according to various sources, were in Dallas on the eve of the assassination – this as per statements from Antonio Cuesta Valle. This important CIA agent, implicated in [terrorist] actions and on that account imprisoned in the Island, identified Herminio Díaz and Eladio del Valle as two of the sharpshooters in Dallas. We undertook detailed analysis of all aspects of the official North American investigations, and also of contributions from other North American scholars (Jim Garrison, Gaeton Fonzi, etc.). We were aware, finally, of terrorist Antonio Veciana’s acknowledgement in his memoir that he met with Oswald and his CIA officer David A. Phillips in Dallas during the month of September, 1963. Their purpose there was to coordinate Oswald’s trip to Mexico, which was the key piece in the entire provocation they mounted.

              Finally, we know by means of the Warren Commission and congressional investigations that in November 1963 the U.S. Secret Service had access to information about two significant plots to assassinate JFK, one in Chicago and the other in Miami, where CIA agents of Cuban origin were implicated. And it investigated nothing regarding that information, nor did so much as to merely reinforce security measures in Dallas. Something really stunning!

              7. We conclude from the information cited so far that JM/Wave, “the CIA and Mafia’s Cuban-American machinery,” provided brain power and implementation for the assassination and we regard its officers David A. Phillips, David Morales, Howard Hunt, George Ionides, William Harvey, Cord Meyer, and chiefs Richard Helms and Allen Dulles as the people responsible for originating and carrying out the operation that killed Kennedy. To them we add other elements who were associated, including: Joaquín Sanjenis, Félix Rodríguez, Luis Posada, Orlando Bosch, the Novo Sampol brothers, Herminio Díaz, Eladio del Valle - all members of so-called “Operation 40.”

              8. From the items presented so far, it’s evident that North American authorities have shown no intention to clarify the facts. The recently declassified documents are a case in point. They only serve, one, to contribute new data as to the levels of aggression the anti-Cuban operation reached in those years and, two, to make use of the disinformation they elaborate to raise questions perhaps leading to Cuba eventually being accused of complicity in the assassination.

              The CIA and its Miami unit JM/Wave were the ones who organized and carried out the crime. They had the motives, the means, and the opportunity to carry it out. That’s the truth!

              9. Why 54 years without answers? Because those in the United States who arranged for the assassination, those who make up the real governing power in that country and who possess all information relating to the assassination, want it that way.

              Then why the systematic blaming of Cuba? We remember the Goebbels principle that says a lie repeated a thousand times becomes the truth. There’s no doubt that these periodic accusations are tied to escalations of North American aggressions against Cuba. Perhaps the present government of Trump wants to use them to strangle the Revolution, step up U.S. aggressions, and finally overthrow Cuba’s government. They have learned nothing of history and of the capacity of the Cuban people to overcome.

                HAVANA (Reuters) - The Trump administration has named career
                diplomat Philip Goldberg to head the all-but-abandoned U.S.
                embassy in Havana, according to three sources familiar with the
                matter, at a time of heightened tensions between the United
                States and Cuba.



                Goldberg has lengthy experience in a number of countries, and
                was described by a U.S. congressional aide on Monday as
                “career and the best of the best”.



                But his appointment may ruffle feathers in Havana. He was
                expelled from Cuba’s socialist ally Bolivia in 2008 for
                what President Evo Morales claimed was fomenting social unrest.



                The appointment has not been publicly announced.



                If approved by Cuba, Goldberg will arrive at a low moment in
                bilateral relations.



                The embassy was reopened for the first time since 1961 last
                year, as part of a fragile detente by former Democratic U.S.
                president Barack Obama.



                But the administration of Republican President Donald Trump has
                returned to Cold War characterizations of the Cuban government
                and imposed new restrictions on doing business in Cuba and
                travel.



                It has charged Cuba with responsibility for health problems
                affecting some two dozen diplomats or their family members,
                which it has termed attacks. Cuba denies the charges.



                The U.S. embassy has been reduced to a skeleton staff and has
                suspended almost all visa processing after the Trump
                administration in October pulled 60 percent of embassy personnel
                and ordered a similar reduction at the Cuban embassy in
                Washington, expelling 15 diplomats.



                The position is not an ambassador role and does not need to be
                approved by the U.S. Congress. There has been no ambassador
                since the embassy re-opened, after the Republican-controlled
                Senate opposed Obama’s pick.


                Instead, Goldberg will take over from Jeffrey DeLaurentis, who
                left in June, as Charge d‘Affaires.


                Goldberg’s other previous posts include the chief of
                mission in Kosovo. Most recently he has been the U.S. ambassador
                to the Philippines.


                “Appointing Ambassador Goldberg to head the U.S. Embassy
                in Cuba is rather provocative since he was expelled from
                Bolivia,” American University professor of government
                William LeoGrande, a Cuba expert, said.


                “But Ambassador Goldberg is a Foreign Service
                professional and will ably represent the policies of
                Trump’s administration. Time will tell if he has been
                instructed to follow in the footsteps of his predecessor ... or
                carry out a more hostile policy,” he said.


                The embassy was closed in 1961 when the United States broke
                diplomatic relations. The countries maintained lower level
                interests sections in each other’s capitals from 1977 to
                2016, under the auspices of Switzerland.

Photo: Estudio Revolución Santiago de Cuba.– More than 300,000 Santiago residents paid tribute to Comandante en Jefe Fidel on behalf of all Cuba, demonstrating that a year after his death, his work and example live on stronger than ever.


                As on the occasion of his funeral rites, the Heroic City awoke early December 4, as the population joined the march that departed from the Plaza de la Revolución Mayor General Antonio Maceo Grajales with the first rays of sunlight over the Gran Piedra mountain range.
                Along the same 2.7 kilometer route that the cedar urn with the inscription “Fidel” traveled a year ago, workers and the population in general marched the length of Patria Avenue, led by leaders of the territory and students of different educational levels, carrying enormous July 26 Movement and Cuban flags.

Photo: Eduardo Palomares “I live nearby and although I have come to honor him some 70 times already, today I could not miss it, because Fidel is an example and guide for all of us, and we will fulfill with dignity the mission that Cuba gave us to guard his ashes,” stated Blas Salvador Naranjo Frómeta, a professor at the University of Oriente, after laying flowers before the monolith that holds the ashes of the historic leader of the Revolution.


                From the same educational institution, María Magdalena Zamora Cabrera went to dedicate the crochet work she had lovingly made to the Comandante, as “It couldn’t be otherwise as I don’t know how to draw, and here are Martí and Fidel, a dove, the flag, the rank of Comandante and stars that symbolize his light.”


                Hundreds of portraits, his name on banners and even on skin, flags and a variety of shows of affection and respect were brought by the people to Santa Ifigenia cemetery.

Photo: Eduardo Palomares Dr. Martha Vinet Serrano explained why she was participating in the tribute: “I’m here because I came from a very poor background and I owe everything I am to him. I became a doctor, I have completed four internationalist missions in Angola, Haiti and Venezuela, and whenever I can, I will come here to seek new energies, to continue, at the age of 76, serving the Revolution.”


                From the start and throughout the march, many grateful international students or visitors joined the tribute, such as Analía and Soledad, from Argentina, who expressed their admiration for the legacy of the founder of the Cuban Revolution.


                “We’re here on vacation,” they noted, “and coinciding with the anniversary of Fidel’s death we traveled to Santiago de Cuba, to experience this significant moment alongside Cubans, for a man who represented all of Cuba, but also belonged to the entire world.”


                Meanwhile, Christophe Servais from Belgium traveled to the island for the twenty-seventh time, with his camera at the ready to capture the tribute to Fidel as, “He is a historic man for the whole world.”


                The record number of visitors to the cemetery this December 4, together with the 547,959 people (including 127,321 international visitors), who up until November 30 had come to pay tribute to the historic leader of the Revolution, confirm that Fidel lives on among us and in all the just causes of the world.

A bilateral symposium held in the Cuban capital November 28-29 provided the opportunity to exchange experiences and evaluate the development of the cruise industry in Cuba.


                The central topic on the agenda was the tourist boom evident on the island over the last several years, which has favored cruise lines, and the creation of new alliances, paving the way for more business in the future.


                Josefina Vidal, director general for the United States at Cuba's Foreign Ministry and one of the participants in the symposium, emphasized on her Twitter account that industry leaders said Cuba has a special identity as a country and that Havana is the number one favorite stop among passengers on Norwegian Cruise Line, one of the U.S. companies operating here.


                "Cruise ship passengers love to come to Cuba, experience its natural beauty, security, and the warm, welcoming, attractive nature of its people," Vidal commented.


                During the last working session, José Manuel Bisbé, director of the Viajes Cuba Enterprise Group, discussed with his counterparts the potential for the cruise industry's development in Cuba.


                He recalled that some 4.2 million international visitors had arrived in Cuba this year through November 26, indicating that more than the projected 4.7 million could be expected by the end of 2017.


                This data makes clear the importance of tourism to the country's economy, as one of the most dynamic sectors, thus confirming the potential for collaboration, he said. Bisbé outlined Cuba's attractions as a popular tourist destination, highly regarded among Caribbean islands and locations worldwide, not only for its natural beauty, but for the cordial hospitality of Cubans.


                He discussed plans to expand port infrastructure with a view toward receiving a greater number of cruise ships in the future, and progress made in recovery efforts following damage caused by Hurricane Irma to tourist facilities.

Correa Attending the meeting - sponsored by the Cruise Lines International Association, the Florida-Caribbean Cruise Association, and the travel agency Havanatur - were American Cruise Lines, Virgin Voyages, Holland America Line, MSC Cruises, Club Cruises, Silversea Cruises, Celestyal Cruises, Disney Cruise Line, Carnival Cruise Line, Royal Caribbean Cruise Line, Norwegian Cruise Line Holdings Ltd, and Pearl Seas Cruises, these last four from the United States. All operate successfully in Cuba, according to reports on other occasions.


                Since the reestablishment of diplomatic relations between the U.S. and Cuba, arrivals of visitors from that country have increased dramatically, given the decision by President Obama to make the travel license process for U.S. citizens more flexible.


                Although blockade-related laws still prohibit travel to Cuba for the purpose of tourism, the increase in visits continues. In the first half of 2017, the number of visitors from the U.S. was equal to the previous year's total.


                Since the beginning of the thaw in relations, Cuba has signed memoranda of understanding with port authorities in the states of Virginia; Louisiana (Lake Charles, New Orleans); Alabama; Mississippi (Pascagoula) and the cites of Houston and Cleveland, which will be key to facilitating expansion of the cruise industry.


                However, the new measures adopted by President Donald Trump, described in the meeting as an enormous step back in bilateral relations, not only limit visits to the island by U.S. citizens, but also infringe on the rights of U.S. companies to do business here.


                One of the steps taken by the White House was to prohibit commercial relations with a group of Cuban state enterprises, the majority in the tourist sector.


                GROWING INVESTMENT IN THE LEISURE INDUSTRY



                Speaking with Prensa Latina, José Manuel Bisbé, Viajes Cuba executive, recalled that 25 years ago there were 18,000 hotel rooms in Cuba, while the total has now reached 68,000, with 69% in four or five star facilities, and more than 140 investment projects underway in the sector.


                He indicated that included in the projects are renovations of existing hotels, and the development of gold club resorts, as well as new facilities, encouraged by incentives established in the country's new foreign investment law.


                The executive reported that 20 international chains operate in Cuba, in 88 hotels, almost 65% of the total. Likewise, 27 joint ventures are responsible for 4,500 rooms in four and five star facilities.


                Bisbé recalled that Hurricane Irma's impact was felt, in one way or another, across the entire island, but that following a tremendous effort, all hotel facilities are now operating.


                Plans for 2016-2030 project reaching 103,000 rooms; 23 marinas and nautical facilities; 24 linked to golf courses; and 47 recreational/adventure sites.


                As examples he mentioned the Ramón Peninsula in the eastern province of Holguín, with plans for 19,159 rooms.


                He likewise noted Sabinal's 12,785 new rooms, and projects on Paredón Grande and Las Brujas Keys, the latter in the island's central region where 2,895 rooms are projected, and where Cuba's International Tourism Fair (FITCuba 2018) will take place this coming May.

                Caracas.– Venezuelan President, Nicolás Maduro, invited opposition members to meet with government representatives at Miraflores Palace, in order to strengthen formal talks and review the six point agenda agreed upon by both parties in talks held December 1-2 in Santo Domingo, the Dominican Republic.


                “I want to invite Deputy Julio Borges, Deputy Luis Florido, Deputy Timoteo Zambrano and Deputy Luis Aquiles Moreno, representing opposition parties, Justice First, People’s Will, Democratic Action, and A New Time, to Miraflores Palace this week,” Maduro stated during the 98th episode of the weekly television program he hosts on VTV, Los Domingos con Maduro.



                The head of state recalled that the Venezuelan government maintains a constant dialogue with all the country’s productive and social sectors, and highlighted the importance of consolidating formal talks with all political sectors for the well-being of the country.



                “Now we need a political dialogue with all the country’s political actors, with all political forces and factions, I have insisted a great deal on there being dialogue and a permanent system of transparent dialogue regarding the country with the opposition,” he stated, according to AVN.



                Maduro also highlighted the repeated calls he has made to oppositions sectors to participate in talks in order to achieve peace.



                “I have called for national dialogue on 372 occasions,” he stressed.

                Dead Friend,



                The Republican majority is entirely focused on
                rushing through the outrageous tax bill that
                raises taxes on millions of middle class
                families, while providing massive permanent tax cuts to
                big corporations and the super-rich. Last night, I was
                named as one of five House Democratic conferees to
                negotiate with Republicans on the final version of the
                GOP bill. I will press for greater fairness so that the
                benefits do not go overwhelmingly to the top 1%. Tax
                reform should boost wages and productivity, invest in
                modern infrastructure in America and not add over $1
                Trillion to the national debt. During my years
                representing the Tampa Bay area in Congress, I haven’t
                seen a bill that is more unfair and unwise. The battle
                earlier this year over health care and narrow focus on
                the huge tax giveaway have crowded out action on other
                important legislation so the GOP must cram everything
                into the last few weeks of the year.


                For example, Speaker Ryan must
                propose a bill to fund the government by Friday
                or face a government shutdown.
                In a properly-functioning Congress,
                appropriations for the government are adopted
                prior to the start of the fiscal year in October.
                Reliance on short-term “continuing resolutions” has
                become too common and damages the ability of agencies
                like the Department of Defense, National Institutes of
                Health and Department of Transportation to function.
                Republicans likely will offer a two-week “CR” until
                December 22 and then hope to craft another bill to fund
                the government through September 30, 2018. Republicans
                control the House, Senate and the White House so it is a
                bit mystifying why they cannot govern on a basic
                responsibility.


                Other vital initiatives that hang in the balance
                are emergency funding to Florida, Puerto Rico,
                the U.S. Virgin Islands and Texas following the
                harshest hurricane season on record. The GOP
                Congress also allowed the Children’s Health
                Insurance Program to expire as of September 30 and
                states are running out of money to continue to provide
                health services to kids who need it. Flood insurance
                reform also must be dealt with before Congress
                adjourns. Democrats and some Republicans are pressing
                to hold President Trump to his word that our Dream Act
                students would be allowed to apply for citizenship
                before the end of the year.


                Last week, I filed a bill to end taxpayer-funded
                and campaign-funded settlements for workplace
                harassment and discrimination by members of
                Congress.

                Fundamental changes are being considered to make
                workplace harassment reviews more timely and more
                transparent. Congress must completely reform the
                process for complaints and timely resolution of cases as
                is contemplated in the “Me Too Act” by Rep. Jackie
                Speier (D-CA) that I have cosponsored.


                Republicans in the House also have scheduled
                votes on the following bills:

                H.R. 38

                267441> – In an effort to provide a
                holiday gift to the powerful gun lobby, the GOP
                is rushing the firearm “concealed carry
                reciprocity” bill to the House floor. The
                bill would require all states to honor a permit to
                carry a concealed gun from any other state in America,
                regardless of the issuing state's procedures to ensure
                that the permit-holder can safely use a gun. The bill
                will allow persons in one state to "shop around"
                and apply for a concealed carry
                permit in less restrictive states
                like Utah where persons can apply for a concealed
                carry permit simply by going online.

                More than 15 million people already have permits
                to carry concealed guns in the U.S. "This bill
                flouts state law and allows
                anyone to carry a gun at any time anywhere,
                regardless of existing state laws
                that establish procedures for how and when a
                concealed weapon can be obtained and carried,"
                said Kris Brown, Co-President of the Brady
                Campaign to Prevent Gun Violence. "We already
                have an epidemic of gun violence
                in America, and adding more concealed weapons in
                more sensitive places, like … hospitals,
                airports, restaurants and schools creates a
                nationwide public safety disaster."

                In committee, Democratic amendments were rejected
                that would have established a minimum age to
                carry concealed guns, protect state laws that
                prohibit carrying concealed guns in bars and
                require background checks for all gun sales. The
                bill also comes up short on bump stocks and calls
                instead for an unnecessary study on the firearm
                accessory used in Las Vegas instead of acknowledging how
                the bump stocks turn certain guns into killing
                machines. Meanwhile, I recommend that you read the

                military leaders, including the former U.S. Special
                Operations Commander Admiral Eric T. Olson (Ret.) who

                267441> – This bill would allow larger
                bank servicers to avoid important consumer
                safeguards by stopping the Consumer Financial
                Protection Bureau (CFPB) from requiring escrow
                accounts for riskier, high-priced loans at
                institutions with less than $25 billion in assets.
                This is a dramatic increase from the current $2 billion
                asset threshold. Escrow accounts are an important
                consumer protection mechanism that reduces the risk of
                mortgage default and ensures homeowners have funds for
                recurring homeownership-related expenses that can result
                in losing the home – like property taxes – or an
                inability to rebuild or replace, like insurance. The
                bill revives some of the abusive and fraudulent business
                practices involved with predatory lending that
                contributed to the financial and homeowner foreclosure
                crisis less than a decade ago.

                267441> – This bill would exempt certain
                merger and acquisition brokers from registration
                as broker-dealers with the Securities and
                Exchange Commission (SEC). This legislation is
                not necessary, as the SEC has “no-action
                guidance” in place that already exempts certain mergers
                and acquisition brokers from SEC registration
                requirements. That SEC guidance was well thought-out
                and has worked effectively since being issued in 2014.
                While this bill includes some of the SEC “no-action
                guidance,” it excludes certain critical protections that
                could leave investors vulnerable.

                There are several important aspects that don't appear in the
                Reuters headline, but which can be seen or read between the
                lines when you get further into the article.

                Although it would seem like a step forward to have a new
                "head" of the US Embassy in Cuba (not the "Cuban embassy
                -- I'm assuming that someone other than the author, Marc
                Frank, wrote the headline), it clearly is not. It might be
                the opposite.
                Trump did NOT appoint Goldberg as Ambassador, but rather as
                Charge d'Affaires --a glorified administrator at best.

                --Although it would have been logical to appoint an
                Ambassador in 2014 when the embassy was reopened by Obama
                for the first time since the US closed it in response to
                the Cuban Revolution, naming an Ambassador requires
                Congressional approval, and Obama's choice was blocked by
                Congressional Republicans.

                Democrats could presumably do the same thing if Trump had
                appointed Goldberg as an Ambassador instead of Charge
                d'Affaires, in this case not because they don't want to see
                any ambassador there at all (the Republicans' reason) but
                because the man named is so inappropriate (even though Reuters
                quotes an unnamed source as calling him "the best of the
                best". One can only ask oneself "the best at doing
                WHAT?")

                --Even more important --and the reason some Democrats who
                actually want to see a moving ahead in US-Cuba relations
                would likely oppose him-- is that man who Trump named is
                regarded by many in Latin America and the Caribbean as a
                CIA-style provocateur. He was expelled by President Evo
                Morales from Bolivia on that basis, in any case.

                [Evo accused Goldberg of "fomenting social unrest" in an
                attempt to bring down the Morales government].
                Anyone who wanted true "diplomatic relations" between the US
                and Cuba would certainly question naming a person with
                that history to a post in Cuba.

                --Which leads to the next speculation: Cuba would have to
                approve the new ambassador. Did Trump pick Goldberg in
                the hope that Cuba would reject him, thus, minimally, leaving
                the situation "as is" - with no Ambassador in the US
                Embassy in Cuba-- or worse, giving Trump a pretext to remove
                the Cuban Ambassador from the Cuban Embassy in
                Washington??? (He's already decimated both embassies by
                removing most US personnel from the US Embassy in Cuba and
                kicking out most Cubans from their embassy in Washington
                DC, on the most absurd of pretexts -- an imaginary "sonic
                attack" against US diplomats.)

                Goldberg has
                lengthy experience in a number of
                countries, and was described by a U.S.
                congressional aide on Monday as “career
                and the best of the best”. [By

                But his appointment may ruffle
                feathers in Havana. He was
                expelled from Cuba’s
                socialist ally Bolivia in 2008 for what
                President Evo Morales claimed was
                fomenting social unrest.


                The appointment
                has not been publicly announced.

                If approved by Cuba, Goldberg will
                arrive at a low moment in bilateral
                relations.

                will take over from Jeffrey DeLaurentis,
                who left in June, as Charge
                d‘Affaires.

                Goldberg’s other
                previous posts include the chief of
                mission in Kosovo. Most recently he has
                been the U.S. ambassador to the
                Philippines.

                “Appointing Ambassador

                he was expelled from Bolivia,”
                American University professor of
                government William LeoGrande, a Cuba
                expert, said.

                “But Ambassador

Photo: Estudio Revolución Santiago de Cuba.– More than 300,000 Santiago residents paid tribute to Comandante en Jefe Fidel on behalf of all Cuba, demonstrating that a year after his death, his work and example live on stronger than ever.


                  As on the occasion of his funeral rites, the Heroic City awoke early December 4, as the population joined the march that departed from the Plaza de la Revolución Mayor General Antonio Maceo Grajales with the first rays of sunlight over the Gran Piedra mountain range.
                  Along the same 2.7 kilometer route that the cedar urn with the inscription “Fidel” traveled a year ago, workers and the population in general marched the length of Patria Avenue, led by leaders of the territory and students of different educational levels, carrying enormous July 26 Movement and Cuban flags.

Photo: Eduardo Palomares “I live nearby and although I have come to honor him some 70 times already, today I could not miss it, because Fidel is an example and guide for all of us, and we will fulfill with dignity the mission that Cuba gave us to guard his ashes,” stated Blas Salvador Naranjo Frómeta, a professor at the University of Oriente, after laying flowers before the monolith that holds the ashes of the historic leader of the Revolution.


                  From the same educational institution, María Magdalena Zamora Cabrera went to dedicate the crochet work she had lovingly made to the Comandante, as “It couldn’t be otherwise as I don’t know how to draw, and here are Martí and Fidel, a dove, the flag, the rank of Comandante and stars that symbolize his light.”


                  Hundreds of portraits, his name on banners and even on skin, flags and a variety of shows of affection and respect were brought by the people to Santa Ifigenia cemetery.



                  The population filled the streets from the early hours to demonstrate that Fidel remains alive among the Cuban people. Photo: Eduardo Palomares Dr. Martha Vinet Serrano explained why she was participating in the tribute: “I’m here because I came from a very poor background and I owe everything I am to him. I became a doctor, I have completed four internationalist missions in Angola, Haiti and Venezuela, and whenever I can, I will come here to seek new energies, to continue, at the age of 76, serving the Revolution.”


                  From the start and throughout the march, many grateful international students or visitors joined the tribute, such as Analía and Soledad, from Argentina, who expressed their admiration for the legacy of the founder of the Cuban Revolution.


                  “We’re here on vacation,” they noted, “and coinciding with the anniversary of Fidel’s death we traveled to Santiago de Cuba, to experience this significant moment alongside Cubans, for a man who represented all of Cuba, but also belonged to the entire world.”


                  Meanwhile, Christophe Servais from Belgium traveled to the island for the twenty-seventh time, with his camera at the ready to capture the tribute to Fidel as, “He is a historic man for the whole world.”


                  The record number of visitors to the cemetery this December 4, together with the 547,959 people (including 127,321 international visitors), who up until November 30 had come to pay tribute to the historic leader of the Revolution, confirm that Fidel lives on among us and in all the just causes of the world.

                  The central topic on the agenda was the tourist boom evident on the island over the last several years, which has favored cruise lines, and the creation of new alliances, paving the way for more business in the future.


                  Josefina Vidal, director general for the United States at Cuba's Foreign Ministry and one of the participants in the symposium, emphasized on her Twitter account that industry leaders said Cuba has a special identity as a country and that Havana is the number one favorite stop among passengers on Norwegian Cruise Line, one of the U.S. companies operating here.


                  "Cruise ship passengers love to come to Cuba, experience its natural beauty, security, and the warm, welcoming, attractive nature of its people," Vidal commented.


                  During the last working session, José Manuel Bisbé, director of the Viajes Cuba Enterprise Group, discussed with his counterparts the potential for the cruise industry's development in Cuba.


                  He recalled that some 4.2 million international visitors had arrived in Cuba this year through November 26, indicating that more than the projected 4.7 million could be expected by the end of 2017.


                  This data makes clear the importance of tourism to the country's economy, as one of the most dynamic sectors, thus confirming the potential for collaboration, he said. Bisbé outlined Cuba's attractions as a popular tourist destination, highly regarded among Caribbean islands and locations worldwide, not only for its natural beauty, but for the cordial hospitality of Cubans.


                  He discussed plans to expand port infrastructure with a view toward receiving a greater number of cruise ships in the future, and progress made in recovery efforts following damage caused by Hurricane Irma to tourist facilities.

Correa Attending the meeting - sponsored by the Cruise Lines International Association, the Florida-Caribbean Cruise Association, and the travel agency Havanatur - were American Cruise Lines, Virgin Voyages, Holland America Line, MSC Cruises, Club Cruises, Silversea Cruises, Celestyal Cruises, Disney Cruise Line, Carnival Cruise Line, Royal Caribbean Cruise Line, Norwegian Cruise Line Holdings Ltd, and Pearl Seas Cruises, these last four from the United States. All operate successfully in Cuba, according to reports on other occasions.


                  Since the reestablishment of diplomatic relations between the U.S. and Cuba, arrivals of visitors from that country have increased dramatically, given the decision by President Obama to make the travel license process for U.S. citizens more flexible.


                  Although blockade-related laws still prohibit travel to Cuba for the purpose of tourism, the increase in visits continues. In the first half of 2017, the number of visitors from the U.S. was equal to the previous year's total.


                  Since the beginning of the thaw in relations, Cuba has signed memoranda of understanding with port authorities in the states of Virginia; Louisiana (Lake Charles, New Orleans); Alabama; Mississippi (Pascagoula) and the cites of Houston and Cleveland, which will be key to facilitating expansion of the cruise industry.


                  However, the new measures adopted by President Donald Trump, described in the meeting as an enormous step back in bilateral relations, not only limit visits to the island by U.S. citizens, but also infringe on the rights of U.S. companies to do business here.


                  One of the steps taken by the White House was to prohibit commercial relations with a group of Cuban state enterprises, the majority in the tourist sector.


                  GROWING INVESTMENT IN THE LEISURE INDUSTRY



                  Speaking with Prensa Latina, José Manuel Bisbé, Viajes Cuba executive, recalled that 25 years ago there were 18,000 hotel rooms in Cuba, while the total has now reached 68,000, with 69% in four or five star facilities, and more than 140 investment projects underway in the sector.


                  He indicated that included in the projects are renovations of existing hotels, and the development of gold club resorts, as well as new facilities, encouraged by incentives established in the country's new foreign investment law.


                  The executive reported that 20 international chains operate in Cuba, in 88 hotels, almost 65% of the total. Likewise, 27 joint ventures are responsible for 4,500 rooms in four and five star facilities.


                  Bisbé recalled that Hurricane Irma's impact was felt, in one way or another, across the entire island, but that following a tremendous effort, all hotel facilities are now operating.


                  Plans for 2016-2030 project reaching 103,000 rooms; 23 marinas and nautical facilities; 24 linked to golf courses; and 47 recreational/adventure sites.


                  As examples he mentioned the Ramón Peninsula in the eastern province of Holguín, with plans for 19,159 rooms.

                  Caracas.– Venezuelan President, Nicolás Maduro, invited opposition members to meet with government representatives at Miraflores Palace, in order to strengthen formal talks and review the six point agenda agreed upon by both parties in talks held December 1-2 in Santo Domingo, the Dominican Republic.


                  “I want to invite Deputy Julio Borges, Deputy Luis Florido, Deputy Timoteo Zambrano and Deputy Luis Aquiles Moreno, representing opposition parties, Justice First, People’s Will, Democratic Action, and A New Time, to Miraflores Palace this week,” Maduro stated during the 98th episode of the weekly television program he hosts on VTV, Los Domingos con Maduro.



                  The head of state recalled that the Venezuelan government maintains a constant dialogue with all the country’s productive and social sectors, and highlighted the importance of consolidating formal talks with all political sectors for the well-being of the country.



                  “Now we need a political dialogue with all the country’s political actors, with all political forces and factions, I have insisted a great deal on there being dialogue and a permanent system of transparent dialogue regarding the country with the opposition,” he stated, according to AVN.



                  Maduro also highlighted the repeated calls he has made to oppositions sectors to participate in talks in order to achieve peace.



                  “I have called for national dialogue on 372 occasions,” he stressed.

                  The Republican majority is entirely focused on
                  rushing through the outrageous tax bill that
                  raises taxes on millions of middle class
                  families, while providing massive permanent tax cuts to
                  big corporations and the super-rich. Last night, I was
                  named as one of five House Democratic conferees to
                  negotiate with Republicans on the final version of the
                  GOP bill. I will press for greater fairness so that the
                  benefits do not go overwhelmingly to the top 1%. Tax
                  reform should boost wages and productivity, invest in
                  modern infrastructure in America and not add over $1
                  Trillion to the national debt. During my years
                  representing the Tampa Bay area in Congress, I haven’t
                  seen a bill that is more unfair and unwise. The battle
                  earlier this year over health care and narrow focus on
                  the huge tax giveaway have crowded out action on other
                  important legislation so the GOP must cram everything
                  into the last few weeks of the year.


                  For example, Speaker Ryan must
                  propose a bill to fund the government by Friday
                  or face a government shutdown.
                  In a properly-functioning Congress,
                  appropriations for the government are adopted
                  prior to the start of the fiscal year in October.
                  Reliance on short-term “continuing resolutions” has
                  become too common and damages the ability of agencies
                  like the Department of Defense, National Institutes of
                  Health and Department of Transportation to function.
                  Republicans likely will offer a two-week “CR” until
                  December 22 and then hope to craft another bill to fund
                  the government through September 30, 2018. Republicans
                  control the House, Senate and the White House so it is a
                  bit mystifying why they cannot govern on a basic
                  responsibility.


                  Other vital initiatives that hang in the balance
                  are emergency funding to Florida, Puerto Rico,
                  the U.S. Virgin Islands and Texas following the
                  harshest hurricane season on record. The GOP
                  Congress also allowed the Children’s Health
                  Insurance Program to expire as of September 30 and
                  states are running out of money to continue to provide
                  health services to kids who need it. Flood insurance
                  reform also must be dealt with before Congress
                  adjourns. Democrats and some Republicans are pressing
                  to hold President Trump to his word that our Dream Act
                  students would be allowed to apply for citizenship
                  before the end of the year.


                  Last week, I filed a bill to end taxpayer-funded
                  and campaign-funded settlements for workplace
                  harassment and discrimination by members of
                  Congress.

                  Fundamental changes are being considered to make
                  workplace harassment reviews more timely and more
                  transparent. Congress must completely reform the
                  process for complaints and timely resolution of cases as
                  is contemplated in the “Me Too Act” by Rep. Jackie
                  Speier (D-CA) that I have cosponsored.


                  Republicans in the House also have scheduled
                  votes on the following bills:

                  H.R. 38

                  267441> – In an effort to provide a
                  holiday gift to the powerful gun lobby, the GOP
                  is rushing the firearm “concealed carry
                  reciprocity” bill to the House floor. The
                  bill would require all states to honor a permit to
                  carry a concealed gun from any other state in America,
                  regardless of the issuing state's procedures to ensure
                  that the permit-holder can safely use a gun. The bill
                  will allow persons in one state to "shop around"
                  and apply for a concealed carry
                  permit in less restrictive states
                  like Utah where persons can apply for a concealed
                  carry permit simply by going online.

                  More than 15 million people already have permits
                  to carry concealed guns in the U.S. "This bill
                  flouts state law and allows
                  anyone to carry a gun at any time anywhere,
                  regardless of existing state laws
                  that establish procedures for how and when a
                  concealed weapon can be obtained and carried,"
                  said Kris Brown, Co-President of the Brady
                  Campaign to Prevent Gun Violence. "We already
                  have an epidemic of gun violence
                  in America, and adding more concealed weapons in
                  more sensitive places, like … hospitals,
                  airports, restaurants and schools creates a
                  nationwide public safety disaster."

                  In committee, Democratic amendments were rejected
                  that would have established a minimum age to
                  carry concealed guns, protect state laws that
                  prohibit carrying concealed guns in bars and
                  require background checks for all gun sales. The
                  bill also comes up short on bump stocks and calls
                  instead for an unnecessary study on the firearm
                  accessory used in Las Vegas instead of acknowledging how
                  the bump stocks turn certain guns into killing
                  machines. Meanwhile, I recommend that you read the
                  letter to Congress

                  267441> from a number of America’s top
                  military leaders, including the former U.S. Special
                  Operations Commander Admiral Eric T. Olson (Ret.) who
                  served many years in Tampa at MacDill AFB.

                  267441> – This bill would allow larger
                  bank servicers to avoid important consumer
                  safeguards by stopping the Consumer Financial
                  Protection Bureau (CFPB) from requiring escrow
                  accounts for riskier, high-priced loans at
                  institutions with less than $25 billion in assets.
                  This is a dramatic increase from the current $2 billion
                  asset threshold. Escrow accounts are an important
                  consumer protection mechanism that reduces the risk of
                  mortgage default and ensures homeowners have funds for
                  recurring homeownership-related expenses that can result
                  in losing the home – like property taxes – or an
                  inability to rebuild or replace, like insurance. The
                  bill revives some of the abusive and fraudulent business
                  practices involved with predatory lending that
                  contributed to the financial and homeowner foreclosure
                  crisis less than a decade ago.

                  267441> – This bill would exempt certain
                  merger and acquisition brokers from registration
                  as broker-dealers with the Securities and
                  Exchange Commission (SEC). This legislation is
                  not necessary, as the SEC has “no-action
                  guidance” in place that already exempts certain mergers
                  and acquisition brokers from SEC registration
                  requirements. That SEC guidance was well thought-out
                  and has worked effectively since being issued in 2014.
                  While this bill includes some of the SEC “no-action
                  guidance,” it excludes certain critical protections that
                  could leave investors vulnerable.

                  There are several important aspects that don't appear in the
                  Reuters headline, but which can be seen or read between the
                  lines when you get further into the article.

                  Although it would seem like a step forward to have a new
                  "head" of the US Embassy in Cuba (not the "Cuban embassy
                  -- I'm assuming that someone other than the author, Marc
                  Frank, wrote the headline), it clearly is not. It might be
                  the opposite.
                  Trump did NOT appoint Goldberg as Ambassador, but rather as
                  Charge d'Affaires --a glorified administrator at best.

                  --Although it would have been logical to appoint an
                  Ambassador in 2014 when the embassy was reopened by Obama
                  for the first time since the US closed it in response to
                  the Cuban Revolution, naming an Ambassador requires
                  Congressional approval, and Obama's choice was blocked by
                  Congressional Republicans.

                  Democrats could presumably do the same thing if Trump had
                  appointed Goldberg as an Ambassador instead of Charge
                  d'Affaires, in this case not because they don't want to see
                  any ambassador there at all (the Republicans' reason) but
                  because the man named is so inappropriate (even though Reuters
                  quotes an unnamed source as calling him "the best of the
                  best". One can only ask oneself "the best at doing
                  WHAT?")

                  --Even more important --and the reason some Democrats who
                  actually want to see a moving ahead in US-Cuba relations
                  would likely oppose him-- is that man who Trump named is
                  regarded by many in Latin America and the Caribbean as a
                  CIA-style provocateur. He was expelled by President Evo
                  Morales from Bolivia on that basis, in any case.

                  [Evo accused Goldberg of "fomenting social unrest" in an
                  attempt to bring down the Morales government].
                  Anyone who wanted true "diplomatic relations" between the US
                  and Cuba would certainly question naming a person with
                  that history to a post in Cuba.

                  --Which leads to the next speculation: Cuba would have to
                  approve the new ambassador. Did Trump pick Goldberg in
                  the hope that Cuba would reject him, thus, minimally, leaving
                  the situation "as is" - with no Ambassador in the US
                  Embassy in Cuba-- or worse, giving Trump a pretext to remove
                  the Cuban Ambassador from the Cuban Embassy in
                  Washington??? (He's already decimated both embassies by
                  removing most US personnel from the US Embassy in Cuba and
                  kicking out most Cubans from their embassy in Washington
                  DC, on the most absurd of pretexts -- an imaginary "sonic
                  attack" against US diplomats.)

                  - The Trump administration has
                  named career diplomat Philip
                  Goldberg to head the
                  all-but-abandoned U.S. embassy in
                  Havana, according to three sources
                  familiar with the matter, at a time of
                  heightened tensions between the United
                  States and Cuba.

                  Goldberg has
                  lengthy experience in a number of
                  countries, and was described by a U.S.
                  congressional aide on Monday as “career
                  and the best of the best”. [By
                  whom? Best what?]


                  But his appointment may ruffle
                  feathers in Havana. He was
                  expelled from Cuba’s
                  socialist ally Bolivia in 2008 for what
                  President Evo Morales claimed was
                  fomenting social unrest.


                  The appointment
                  has not been publicly announced.

                  If approved by Cuba, Goldberg will
                  arrive at a low moment in bilateral
                  relations.
                  ADVERTISING
                  The embassy was
                  reopened for the first time since 1961
                  last year, as part of a fragile detente by
                  former Democratic U.S. president Barack
                  Obama.

                  But the
                  administration of Republican President
                  Donald Trump has returned to Cold War
                  characterizations of the Cuban government
                  and imposed new restrictions on doing
                  business in Cuba and travel.

                  It has charged
                  Cuba with responsibility for health
                  problems affecting some two dozen
                  diplomats or their family members, which
                  it has termed attacks. Cuba denies the
                  charges.

                  The U.S. embassy
                  has been reduced to a skeleton staff and
                  has suspended almost all visa processing
                  after the Trump administration in October
                  pulled 60 percent of embassy personnel and
                  ordered a similar reduction at the Cuban
                  embassy in Washington, expelling 15
                  diplomats.

                  The position is
                  not an ambassador role and does not need
                  to be approved by the U.S. Congress. There
                  has been no ambassador since the embassy
                  re-opened, after the Republican-controlled
                  Senate opposed Obama’s pick.

                  Instead, Goldberg
                  will take over from Jeffrey DeLaurentis,
                  who left in June, as Charge
                  d‘Affaires.

                  Goldberg’s other
                  previous posts include the chief of
                  mission in Kosovo. Most recently he has
                  been the U.S. ambassador to the
                  Philippines.

                  “Appointing Ambassador
                  Goldberg to head the U.S. Embassy
                  in Cuba is rather provocative since
                  he was expelled from Bolivia,”
                  American University professor of
                  government William LeoGrande, a Cuba
                  expert, said.

                  “But Ambassador
                  Goldberg is a Foreign Service professional
                  and will ably represent the policies of
                  Trump’s administration. Time will tell if
                  he has been instructed to follow in the
                  footsteps of his predecessor ... or
                  carry out a more hostile policy,” he
                  said.

                  The embassy was
                  closed in 1961 when the United States
                  broke diplomatic relations. The countries
                  maintained lower level interests sections
                  in each other’s capitals from 1977 to
                  2016, under the auspices of
                  Switzerland.
